Chair Person Yates called the meeting to order at 3:03 p.m.
Roll Call
Chair Person Yates introduced the committee members and non-committee
members present. A quorum was established.
NOTE: All committee members and non-committee members attended the
meeting virtually, except Chair Person Yates and Vice Chair Piagentini, who
attended in Chambers.

The following was discussed:
- Polaris Integrated Library software system is used to track 1.5 million items in
the collection held by the Louisville Free Public Library
- This system allows the Library to track what patron is in possession of Library
material
- The system has been in operation for over ten years
- Three companies have submitted bids to the Library during their RFP process
- The bids will be reviewed and considered for the upcoming fiscal year
- Previous amounts for the contract totaled $157,000 and $153,000, however,
the price can vary
- This contract includes equipment and software services
- Vice Chair Piagentini asked about reopening plans for on-site service
- The Library currently has curbside pickup and is evaluating on-site operating
hours for the coming months due to COVID-19
- The reopening plan is subject to comparison with similar peer cities
- The final changes to begin in-person/on-site operations will be made by the
Mayor's Office
- The Library will reopen on a safe plan for both staff and the public in
compliance with CDC guidelines

- Through services with Proquest, LLC, the Library is able to access several
print media databases
- These databases range from the Courier Journal historical database -1830 to
present, the New York Times from its first issue to present , as well as career
and technical educational research databases for students and young
entrepreneurs
- Previous contracts amounted to $73,187.00
- This contract is one of several sole source contracts that recently changed
due to a change in State procurement guidelines

LIBRARY.

The following was discussed:
- In 2009 the main Library lost two book mobiles due to a flash flood
- Another book mobile became outdated
- This contract will enable the Library to have a much larger book mobile with
additional amenities and capacity
- This expenditure was largely made possible through a donation from a
Friend of the Library and the Library Foundation match grant
- The Library hopes to possibly have all collected funds by early spring 2021

- This contract is a contract that has been in place with Louisville Metro for
several years
- The contract has typically been below the purchasing threshold previously
- With the introduction of the L-Fit fiber optic service and utility this purchasing
threshold has increased
- Louisville Metro has 35 miles of buried fiber optics
- This utility service maintains and repairs any outages that may occur in the
underground fiber optics utilities

Wellness and professional connections throughout the State
- Dr. Moyer's contract contribution from the University of Louisville has not
changed from 2020 to 2021

The following was discussed:
- This contract is in regard to the role of the Healthy Starts evaluator with
Louisville Metro Public Health and Wellness
- The Federal grant for Healthy Starts requires an evaluator on services in
order to meet the grant requirements
- The role of the evaluator is unique as the role must have particular
experience with maternal child and healthy starts relationships
- This role is paid monthly in compliance with Federal regulations
The motion carried by a voice vote and the Resolution was sent to the Consent
