A quorum was established. NOTE: All committee members and non-committee members attended the meeting virtually, except Chair Person Yates, Vice Chair Piagentini, and Committee Member Winkler, who attended in Chambers. The following spoke to this item: - Dr. Lori Caloia, Louisville Metro Public Health and Wellness - Chair Person Yates The following was discussed: - The contract is a carry forward of a previous contract facilitated by the Moore Center that provides Alcohol and Drug counseling. - The position is part-time and grant funded for 20 hours per week. - The salary is $60 per hour up to $31,500 - contract cap. - The workload is contingent upon the number of patients to be served. The motion carried by a voice vote and the Resolution was sent to the Consent Calendar. ID 20-1020 Special Discussion: Louisville Forward 2Q2020 Quarterly Update - Mary Ellen Wiederwohl, Louisville Forward Attachments: 2Q2020 Council Report.pdf The following spoke to the item: - Chair Person Yates - Vice Chair Piagentini - Mary Ellen Wiederwohl, Louisville Forward - Rebecca Fleischaker, Economic Development - Council Member Sexton Smith - Committee Member Dorsey - Committee Member McCraney - Committee Member Purvis The following was discussed: - Pursuant to Ord. 170-19, Louisville Forward will give a quarterly report to the Labor and Economic Development Committee. - This report was submitted to Members on July 31. - Louisville Metro economy is elongated due to COVID-19. - However, the economic pipeline is good. - Small Business Relief Grants. - The grant program launched with $21 Million available in funding, there is $11.9 Million remaining. - 233 grants have been approved. -718 grants are currently going through the approval process - Creating a Black Business Directory - Creating a Black Business repository for black owned businesses. - This should be a great time for small business development. - Most projects in the pipeline are manufacturing, tech, and logistics jobs/companies - Questions regarding monitoring and/or evaluating low income areas receiving services in the suggested Census tracks? - Questions regarding Louisville Metro tracking MBE's and MWBE's in the grant process? - Detail of small business application process and make up of the selection and scoring committees. - Joe Neville, Purchasing will send a detail on the scoring committee and its procedures. - Questions regarding how much COVID-19 has impacted the bid process in relation to the Urban Government Center process. - Urban Government Center project will hold a Virtual Open House on August 22 in front of the Center. - Public comment period has been extended until the end of August. - Public can engage with both potential developers at the open house. -The bid process, timeline and surplus resolution will be presented for a Council vote. Louisville Metro Government Page 3 Labor and Economic Development Action Summary - Final August 11, 2020 Committee - COVID-19 Relief Fund program benefits small businesses the target number to be served originally was 400. 233 businesses have received grants. - Questions regarding how many of the 233 have received the full grant amount of $50,000 -- between 40 to 50%. - All approved grants are listed on the Louisville Forward page on Louisvilleky.gov. - Questions regarding how many MBE's and MWBE's have been awarded grants in the target Census track areas -- 100. - Questions regarding distinguishing between minority categories versus black owned business. - Questions on tracking race in small and/or minority businesses. - Louisville Metro has granted more funds to small and minority businesses than the Small Business Association. - District 3 will conduct a Black Business Incubator to assist and educate businesses in District 3. - Questions regarding disqualifying for the relief grants vary, most are disqualified if not in compliance with the Revenue Commission or is a not-for-profit business.
