The following spoke to this item: - Vincent James, Mayor's Office - Tameka Laird, Resilience and Community Services - Chair Person Yates The following was discussed: - The contract is for services provided by Dr. Aishia Brown, University of Louisville. - The role is Youth Development Director. - The contract is a partnership between Louisville Metro and the University of Louisville. - Dr. Brown's time will be a 50/50 split between Louisville Metro and the University of Louisville. - This role will provide critical leadership, efficient services and sound resource planning for the youth population. - This role collaborates with other agencies such as Youth Development Advocacy, Youth Advisory Council and Juvenile Justice. - Ideal qualities are leadership, quality of service, strategic planning and implementation. - This role will also serve as a mentor to graduate students. - The contract is not-to-exceed $80,000. - Best practices along with a focus on research is commendable. Gonzalez, Center for Health Equity - Chair Person Yates The following was discussed: - The contract is for services provided by Dr. Seyed Karimi, University of Louisville. - The contract extends from the previous contract into a new contract term. - This contract continues a partnership between Louisville Metro and the University of Louisville. - The role will have a 50/50 split between working with Louisville Metro and the University of Louisville. - This role will implement research and evaluate economic impacts of current policies. The role assists with modeling research which was used during COVID-19. - General responsibilities include generating the economic components that are critical in public health and reviewing programs to benefit the community. - This role also assists in creating the annual Health Equity Report. - This position has some grant writing responsibilities, however, for overall grants, LMPHW has a grants manager to oversee these duties. R-107-20 A RESOLUTION PURSUANT TO THE CAPITAL AND OPERATING BUDGET ORDINANCES, APPROVING THE APPROPRIATION TO FURTHER FUND THE FOLLOWING NONCOMPETITIVELY NEGOTIATED SOLE SOURCE CONTRACT FOR METRO SAFE FOR MAINTENANCE OF ITS NEWLY UPGRADED RADIO SYSTEM - MOTOROLA SOLUTIONS, INC. - ($623,681.00). The following spoke to this item: - Michael Bennett, Emergency Services - Robert Schmidt, Emergency Services - Chair Person Yates The following was discussed: - The contract is for services provided by Motorola in an extended contract over ten years for regular upgrades. - The particular system is now in place with an interoperable within Jefferson County and surrounding counties. - The sole source is because Louisville Metro cannot provide these services. - Emergency Management Services has staff dedicated to maintenance and upkeep of the system. - This is a ten year contract to be upgraded every two years. - Regular upgrades help to ensure the system is efficient and well functioning and limits risk of liability. - All public agencies and emergency systems utilize its radio system; this is a critical needs contract. - There is also a sole source with AT&T that covers the phone systems and Motorola is a sub-contractor. - Motorola, however, is the primary vendor for the radio systems. - Emergency Services is working to secure funding to get subscriber unit radios to ensure communication lines are secure with more encrypted talk groups. The following spoke to this item: - Stephanie Kertis, Louisville Forward - Chair Person Yates - Vice Chair Piagentini - Committee Member Dorsey The following was discussed: - Commonwealth Economics offers financial advice and counsel for Louisville Forward and the budget director. - Commonwealth Economics also offers advice on complex debt and bond structures, as well as, TIF (Tax Increment Financing) reporting. - Commonwealth Economics also provides analyses for early predevelopment of TIF projects. - Commonwealth Economics provides reporting guidelines and regulations when using State funds. - Commonwealth Economics also assists Louisville Metro in ongoing document reviews on State reimbursement projects. - Commonwealth Economics has the most relevant and practical experience in dealing with these type of transactions throughout the Commonwealth. - Commonwealth Economics assists with economic impacts and other large scale developments. - The company has worked with Louisville Metro for the past six years. - Repetitive contracts should be reviewed periodically to allow for competitive pricing. - This contract is paid on a retainer basis rather than for time and materials; is that most beneficial for Louisville Metro? Louisville Metro Government Page 5 Labor and Economic Development Action Summary - Final August 25, 2020 Committee - This firm assists in advising on not only current projects, but future projects as well. - This firm is a municipal advisor on bonds, TIFs, and incentives. - Questions regarding the equity makeup of the firm or its governance board. - The firm is a privately held company. - Louisville Forward will report back to the Committee on the equity/diversity makeup of the firm. The motion carried by a voice vote and the Resolution was sent to the Consent Calendar.
