R-121-20 A RESOLUTION DETERMINING EIGHT LOTS ON SHAGBARK ROAD IN LOUISVILLE, KENTUCKY SHOWN ON EXHIBIT "A" ATTACHED HERETO OWNED BY THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT ("METRO GOVERNMENT") SUCCESSOR TO THE CITY OF LOUISVILLE, KENTUCKY, AS SURPLUS AND NO LONGER NEEDED FOR A GOVERNMENT PURPOSE AND AUTHORIZING 3411, 3413, 3415, 3417, 3418, 3419, 3420 AND 3423 SHAGBARK ROAD ALL IN METRO LOUISVILLE, KENTUCKY (THE "LOTS") TO BE CONVEYED TO HABITAT FOR HUMANITY TO BE DEVELOPED AS LOW INCOME HOUSING. The following spoke to this item: - Marilyn Harris, Develop Louisville The following was discussed: - Habitat for Humanity has identified these lots for use as affordable housing. - Habitat for Humanity has a surplus of buyers for these lots. - Habitat for Humanity has done continuous work in the Shagbark area. - This Resolution is for Metro Council to approve the sale of the lots. - The sale price of each lot is stated and based upon either the appraised value or the acquired amount under the American Recovery and Reinvestment plan. The motion carried by a voice vote and the Resolution was sent to the Consent Calendar. 2. O-464-20 AN ORDINANCE AMENDING CHAPTER 37.75 OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT CODE OF ORDINANCES (“LMCO”) BY INCLUDING LOCAL TAX INCREMENT FINANCING PROJECTS IN THE DEFINITION OF TAXPAYER SUBSIDIZED PROJECTS. The following spoke to this item: Louisville Metro Government Page 2 Labor and Economic Development Action Summary - Final October 27, 2020 Committee - Chair Person Yates - Vice Chair Piagentini - Jason Fowler, Jefferson County Attorney's Office - Council Member Sexton Smith The following was discussed: - The goal of the Resolution is to bring greater parity to Louisville Metro's procurement practices. - Currently, Louisville Metro's Fair Labor Standards for tax-payer subsidized construction projects only apply to State TIFs or projects over $20 million in which Louisville Metro has financed 20 percent. - Louisville Metro also utilizes Local Tax Increment Financing (TIF) projects for tax-payer subsidized construction projects, however, this process is not a part of the Louisville Metro Fair Labor Standards Ordinance. - This legislation aims to amend the language of Chapter 37.75 of the Louisville Metro Code of Ordinances. - Louisville Forward is negotiating to include language in contracts stating the developer will use best practices to meet Louisville Metro Fair Labor Standards practices. - This amendment will require Fair Labor Standards best practices from any developer seeking Tax Increment Financing incentives. - This measure will also align Louisville Metro with current State applicants and others receiving financing for Louisville Metro. - This language is to fill the gap within the Louisville Metro Code of Ordinances to include certain participation rates. - Questions regarding financial/labor and equity impacts, if this language is not included. - Discussions regarding developers not being required to adhere to participation rates if this language is not included. - This legislation is an effort to meet equity and participation rates. - This amendment offers clarifying language. R-127-20 A RESOLUTION PURSUANT TO THE CAPITAL AND OPERATING BUDGET ORDINANCES, APPROVING THE APPROPRIATION TO FUND THE FOLLOWING NONCOMPETITIVELY NEGOTIATED PROFESSIONAL SERVICE CONTRACT FOR LMPHW CONCERNING THE RETENTION OF AN ACADEMIC HEALTH COORDINATOR - (UNIVERSITY OF LOUISVILLE - $77,100.00). The following spoke to this item: - Rebecca Hollenbach, Louisville Metro Public Health and Wellness The following was discussed: - This contract retains Dr. Ulmer as the Academic Health Coordinator for Louisville Metro Public Health and Wellness via a partnership with the University of Louisville. - Dr. Ulmer has been the Academic Coordinator for Louisville Metro Public Health and Wellness for the past year. - Louisville Metro Public Health and Wellness has worked to establish itself as an academic health department. - This means that Louisville Metro Public Health and Wellness will have a formal affiliation with an academic institution that helps train future public health professionals. - This will also help Louisville Metro Public Health and Wellness advance research for the community. - Dr. Ulmer facilitates this relationship between Louisville Metro Public Health and Wellness and the University of Louisville. - The role of the Academic Health Coordinator is to coordinate internships, practicums, and volunteer opportunities for graduate and undergraduate students at any institution. - The Academic Health Coordinator contributes to public health evidence through publications, journals, and conferences, as well as coordinating and leading the Louisville Metro Public Health and Wellness research committee. - The Academic Health Coordinator coordinates with other schools both locally and nationally to help advance Louisville Metro Public Health and Wellness' research agenda. R-128-20 A RESOLUTION APPROVING THE BUDGET AND ECONOMIC IMPROVEMENT PLANS FOR THE LOUISVILLE DOWNTOWN MANAGEMENT DISTRICT FOR THE PERIOD JANUARY 1, 2021 THROUGH DECEMBER 31, 2021. The following spoke to this item: Louisville Metro Government Page 4 Labor and Economic Development Action Summary - Final October 27, 2020 Committee - Rebecca Matheny, Louisville Downtown Partnership - Stan Moore, Louisville Downtown Partnership - Chair Person Yates - Vice Chair Piagentini - Committee Member Winkler - Committee Member Engel - Council Member Sexton Smith The following was discussed: - Metro Council annually approves the Louisville Downtown Partnership's budget. - The Louisville Downtown Partnership is a business improvement district. - The Louisville Downtown Partnership is funded out of the assessment of property tax rates. - The Louisville Downtown Partnership is two-fold; it is a 501(c)(3) organization along with Downtown Management Corporation, which is a quasi-government organization. - The Louisville Downtown Partnership handles the corridors of the Central Business District. - The Louisville Downtown Partnership Board determines how monies are spent. - This year's budget has been revised and adjusted due to decreased revenues, COVID-19, and civil unrest in the downtown area. - The Louisville Downtown Partnership is currently working with Louisville Forward, Greater Louisville Incorporated, and Louisville Tourism to increase revenues and encourage the return of downtown businesses and its workforce. - There was a request for data collection mentioned in the Louisville Downtown Partnership presentation and a list of development projects. - Several questions regarding safety in this COVID-19 era. - Several questions regarding prioritizing restoring faith and activity in downtown Louisville Metro. - There was a discussion on police presence in downtown Louisville Metro to restore faith and activity. - There was a discussion on partnering to address street behavior such as homelessness, street population, and the mentally ill in downtown Louisville Metro. - Several questions regarding downtown Louisville Metro workforce pre-COVID-19; totaling 70,000 people. - There was a discussion regarding how a strong downtown is critical to attracting millennials. - There was a discussion on the importance of positive talk about the downtown community being crucial to reinforce faith and security. - Several questions regarding the status of the hospitality industry, specifically, the Omni hotel. - Data and statistics will be provided to Committee Members via Louisville Tourism. - There was a discussion regarding partnerships between businesses, Metro Council, and the community to restore confidence in the Central Business District. - Request for statistics for the percentage of boarded buildings in the Central Business District. R-125-20 A RESOLUTION RATIFYING AND APPROVING A COLLECTIVE BARGAINING AGREEMENT (THROUGH JUNE 30, 2021) RELATING TO WAGES, BENEFITS, AND OTHER TERMS AND CONDITIONS OF EMPLOYMENT BETWEEN LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT AND THE RIVER CITY FRATERNAL ORDER OF POLICE LODGE #614, POLICE OFFICERS AND SERGEANTS.
