Call to Order
According to Section 2.02 of the Metro Council Rules - The President had
notified the Clerk of his absence for this meeting and therefore President pro
tem, Vicki Aubrey Welch chaired this meeting of the Metro Council.
President pro tem Aubrey Welch called the meeting to order at 6:05 PM and
asked all to rise for the Pledge of Allegiance.

Council Member Ward-Pugh and Council Member Hamilton withdrew their
motion and second on their amendment.
A motion was made by Council Member Woolridge, seconded by Council
Member Johnson, that this Ordinance be amended by adjusting the initial
amendment proffered by Council Member Fowler to read "$9.00 per hour
beginning on July 1, 2017" rather than $8.75 under Section III, (B) (1) and the
language remain the same.

President pro tem Aubrey Welch called for a vote on Council Member
Woolridge's amendment. Following Council Member Woolridge's reading of
her entire amendment into the record, Council Member Miller called for a Point
of Order. Council Member Miller read Metro Council Rule 5.11(j) and per the
rule called for an immediate vote on the original, unamended Ordinance.
President pro tem Aubrey Welch ruled that the Council would vote on Council
Member Woolridge's amendment as she had previously read into record.
Council Member Miller appealed the ruling of the President pro tem of voting
on the amendment by Council Member Woolridge at the end time of the
debate.
Upon the appeal, President pro tem Aubrey Welch vacated the Chair and
Minority Caucus Chair, Council Member Kramer, presided.
Council Member Kramer called for a roll call vote to determine if the President
pro tem's ruling would stand. The President pro tem's ruling stood with the
