Following the Mayor’s Budget Address President Tandy entertained a motion
to enter a recess until 5:45pm. Motion to enter recess made by Council
Member Woolridge, seconded by Council Member James. Without objection
the Council entered into recess at 4:41pm.
President Tandy requested a motion and a second to reconvene the Council
meeting. Motion to reconvene made by Council Member Peden, seconded by
Council Member Yates. The Council Meeting reconvened at 5:48pm.

ARTHUR SMITH. (Action Required By: October 2015)

Council Member Bryant Hamilton read the Resolution into the record as
follows:
A RESOLUTION HONORING THE SERVICE, LEADERSHIP AND LEGACY OF
REV. ARTHUR SMITH
WHEREAS, Rev. Arthur Smith was born on February 21, 1943 to the late James
Arthur and Katherine E. Smith in Louisville, KY and was the eldest of six sons.
He is a product of the Old Louisville Public School System (Central High), and
later attended Georgetown College and Simmons Bible College. He went on to
do further ministerial studies and various denominational seminars and served
in the General Association of Kentucky Baptists and Central District Baptist
Associations, respectively.
WHEREAS, in October 1966, Pastor Smith accepted the pastorate of Portland
Baptist Church, now known as the Portland Memorial Missionary Baptist
Church. Since that time, he served as pastor, leader, counselor, advisor and
dedicated servant for 47 years until his death on February 25, 2013.
WHEREAS, under his visionary leadership, Portland grew physically and
spiritually in adding properties on all three corners of 38th and Market Street
and the Community Laundry across the Street, spiritually guiding the
formation of many outreach ministries including: West Louisville Community
Ministries; PortShaw Community Development Corporation, which houses the
area “Dare to Care” food distribution site, AA meetings, community
evangelism and the Senior Travel Ministry.
WHEREAS, in order to share the Gospel with the community, Pastor Smith had
a vision for the community. In 1978, he initiated a live radio broadcast each
Sunday morning. In 2008, Saturday Morning Breakfast was formed to engage
youth in the community in an encouraging Christian environment. In 1967, the
annual Residential Church Camp was launched, serving youth ages 6-14 for an
entire week, providing counseling, fellowship and fun in a Christian
environment.
WHEREAS, Pastor Smith was the catalyst for many other ministries including
the Church-wide Christian Education Institute (formerly known as the School
of Religion), Missions & Evangelism, Officers Spouses & Widows in 1990,
Tuesday Morning Women’s Bible Study in 1993, Jesus Alone Ministry in 2000,
Joyful Gifts in 2004, Boy Scouts/Girl Scouts, Helping Hands, Men’s Ministry,
When Sisters Meet, Music Department and Ushers.
WHEREAS, Pastor Smith held many positions in the community and was an
advocate to prevent the decay of our youth and the prevention or limit of
alcohol sales and drug trafficking abuse. He forged a war against alcohol
sales and drug trafficking in the West End by promoting the Wet/Dry vote for
the area which led to businesses being unable to sell alcohol in our already
saturated neighborhood. He has been affiliated with many organizations and
remained a faithful worker in the community despite challenging health bouts.
WHEREAS, Pastor Smith was the former Commissioner for the Housing

Authority of Louisville and former Youth Director of Region 3 of the NAACP.
Pastor Smith was a Civil Rights advocate and led the drive to lower the voting
age to 18; former Vice President of the Louisville Branch NAACP; former Youth
President of the Louisville Chapter of the NAACP. He held many positions in
the community during his 10 year Elected Official tenure as Tenth Ward
Alderman, and chaired the Housing and Safety Committee; established the
Tenth Ward Advisory Council; Co-founder of the West Louisville Community
Ministries; served as Interim Pastor for two years at First Baptist Church of
Georgetown, KY; served as Social Service Director of the Old Louisville Police
Court under Judge Benjamin Shobe and former Judge Neville Tucker. He
taught several years in the Progressive National Baptist Convention in the
Sunday School Department; taught several religious institutes in Kentucky and
Indiana; recipient of the Martin Luther King, Jr. Award at Lampton Baptist
Church and Shawnee High School; recipient of the Kentucky Colonel Award
and the prestigious Delahanty-Shobe-Tucker Civil Rights Award, the district 5
Molly Leanard Community Service Award, and various other honors and
awards too numerous to mention.
BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE
LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (THE COUNCIL) AS
FOLLOWS:
SECTION I: That Rev. Arthur Smith’s life and service to Louisville Metro be
honored and memorialized by having signage installed from 38 Street and
Market Street to Muhammad Ali in Louisville, Kentucky designating it as “Rev.
Arthur Smith Way”; and the Department of Public Works is hereby directed to
effect the same as soon as practicable following the passage of this
Resolution.
SECTION II: This Resolution shall take effect upon its passage and
approval.
The motion to approve carried by a voice vote and the Resolution was
adopted.

A RESOLUTION HONORING THE SERVICE, LEADERSHIP AND LEGACY OF
REVEREND CHARLES EDWARD KIRBY.
WHEREAS, Reverend Charles Edward Kirby was born on August 5, 1928 in
Cadiz, Kentucky to the late Reverend Olia and Mary Kirby; and
WHEREAS, Reverend Kirby is married to Bettye Merriweather Kirby and he has
7 children: Linda Kirby, Reverend Stephan Kirby, Darrius Kirby, Andrae Kirby,
Charlene Smith, Wyndy Lottering, and Jamie Kirby; and
WHEREAS, Reverend Kirby studied at Simmons College and was awarded an
Honorary Doctor of Divinity Degree in 1976; and
WHEREAS, Reverend Kirby’s vision of what God wanted him to do was clear;
WHEREAS, with the support of three of God’s men, Reverend Charles Edward
Kirby founded the Southern Star Baptist Church in 1956 where he served as
the pastor until his retirement; and
WHEREAS, Southern Star Missionary Baptist Church was recognized as a
“Trailblazer” within the community and in 1956 became the first church to
broadcast live on WLOU Radio Station; and
WHEREAS, Reverend Kirby was a nationally known singer and he recorded He
Cares for You, God Specializes, The Lord Will Make A Way Somehow, If I Don’t
Wake Up in the Morning, You Brought Me From a Mighty Long Way, Through
The Years, God is Real, Precious Lord, I Surrender, just to name a few; and
WHEREAS, under the leadership of Reverend Kirby, Southern Star became
deeply involved in the Civil Rights Movement, opening the doors for Dr. Martin
Luther King, Jr. marches that occurred in Louisville; and
WHEREAS, as President of the Kentucky Southern Christian Leadership,
Reverend Kirby founded the Dr. Martin Luther King, Jr. Free Food Store and
demonstrated with 10,000 citizens across Kentucky at the State Capital for a
statewide Public Accommodation legislation; and
WHEREAS, in 1967 Reverend Kirby marched with Dr. Martin Luther King, Jr.
and other community leaders, night after night, into white neighborhoods,
which resulted in the passing of the Kentucky Fair Housing Act; and
WHEREAS, under the leadership of Reverend Kirby, Southern Star Missionary
Baptist Church purchased the property located at 2304 Algonquin Parkway in
September 1969. Later the church purchased six additional properties on
Algonquin Parkway and Dixdale Avenue; and
WHEREAS, In 2003 C.E. Kirby Multipurpose Center of Excellence was built at
2308 Algonquin Parkway; and
WHEREAS, Reverend Charles E. Kirby retired as pastor of Southern Star
Missionary Baptist Church in December 2009 after 53 years of a very
successful ministry; and

WHEREAS, Reverend Kirby has received numerous awards for his outstanding
civil duties which to name a few include: Leadership Award for KY Chapter of
SCLC; Champions for Children Award, Jefferson County Public Schools; Dr.
Martin Luther King, Jr. First Annual Dream Award and induction into the
Kentucky Civil Rights Hall of Fame; and
WHEREAS, Rev. Charles E. Kirby was President of the Kentucky State Body of
the National Baptist Convention Of America, Inc. and was Host Pastor to Dr. E.
Edwards Jones President of the National Baptist Convention of America in
September 1993 at the Galt House; and
WHEREAS, Reverend Charles Kirby has been a guiding light in the lives of
thousands. His spiritual commitment has made all the difference in the lives
of families, in our neighborhoods and in our community.
BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE
LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (THE COUNCIL) AS
FOLLOWS:
SECTION I: Reverend Charles E. Kirby life and service to Louisville Metro be
honored with a street sign on Algonquin Parkway beginning at 23rd Street and
going west on Algonquin Parkway to Cypress in Louisville Kentucky
designated as “Reverend Charles E. Kirby Parkway”. The Department of Public
Works is hereby directed to effect the same as soon as practicable following
the passage of this Resolution.
SECTION II: This Resolution shall take effect upon its passage and
approval.

Woolridge, that this Resolution be adopted.
Council Member Green read the Resolution into the record as follows:
A RESOLUTION HONORING THE LIFE OF MR. SAMUEL “SAMMY” MOORE.
WHEREAS, Mr. Samuel “Sammy” Moore is an accomplished basketball player,
teacher, mentor, public servant, and community leader in Louisville.
WHEREAS, Mr. Moore’s high school basketball accomplishments include
leading the Central High School to three State Championships (1950, 1951,
1952); leading Central High School to Negro National Championship (1952);
leading State in scoring (1951-52), with 24 points per game, 38-3 win/lost
record; named All-District, All-Region and All-State for all three years; selected
the Most Valuable Player in KHSAL State Tournament for two years and in the
first state integrated basketball games between Central and Flaget and St.
Xavier.
WHEREAS, Mr. Moore continued his love of basketball in college at Tennessee
State University (TSU) where he received a B.A. degree and lettered all 4 years
(1953-56). While at TSU, his team won N.A.I.A. National Title (first minority
team).
WHEREAS, upon graduation from college, Mr. Moore starred for the
professional basketball teams Harlem Globetrotters and Harlem Magicians. He
was the first Central High School Player to have his jersey retired.
WHEREAS, Mr. Moore loved being a mentor and role model for children in
Louisville so he continued his career as a Jefferson County Board of
Education School Teacher and a Metro Parks Supervisor. Mr. Moore coached
basketball at Lincoln Institute, Manly Jr. High School, and Noe Middle School
and was a teacher for 45 years, including 33 years as P.E. Teacher. Mr. Moore
retired in 2007. His career with Metro Parks is as a Recreation Supervisor at
Southwick Community Center, where he has been for 45+ years.
WHEREAS, Mr. Samuel “Sammy” Moore’s awards include AAU Hall of Fame;
Central High School Hall of Fame; Kentucky Black Sports Hall of Fame;
Kentucky High School Athletic Association Hall of Fame; Pro-Am Hall of fame;
Lenny Lyles Award, the Distinguished Citizen Award-City of Louisville, Mayor
Jerry Abramson; the Distinguished Citizen Award-City of Louisville, Mayor
Greg Fischer; Badge of Honor Award-Alderman Bill Wilson, Ninth Ward; the
Senate Award-Senator Gerald A. Neal; the House of Representatives Award,
Representative Daryl Owens; Resolution Award, Denise Bentley; the Village
Award, George Unseld; Samuel Moore Day, Louisville Metro Council; Martin
Luther King Award, Grand Marshall; Golden Shovel Award, Metro Parks and
Recreation Board; Certificate of Recognition and Appreciation, Metro Parks
and Recreation Board; Recreation Worker of the Year Award, Metro Parks and
Recreation Board; R Shashu Tucker Youth Advocate Award, Louisville Urban
League; “Be A Winner" Award, Rites of Passage Academy; and the Lifetime
Achievement & Community Service Award, The Louisville Defender.
WHEREAS, the Metro Council wishes to honor this outstanding leader by
instructing the Department of Public Works to install signage designating the

BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE
LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (THE COUNCIL) AS
FOLLOWS:
SECTION I: that Mr. Samuel “Sammy” Moore s life and service to Louisville
Metro be honored and memorialized by installing three honorary street signs
that say “Samuel ‘Sammy’ Moore Way” at the following locations in Louisville,
Kentucky: Louis Coleman Street and Southern Avenue, Southern Avenue and
Russell Lee Drive, and 36th Street and Southern Avenue. Department of Public
Works is hereby directed to effect the same as soon as practicable following
the passage of this resolution.
SECTION II: This Resolution shall take effect upon its passage and
approval.
