Without objection the Council entered into a recess at 4:52 PM. Upon returning to Chambers, President James requested a motion to reconvene the Council. A motion was made by Council Member Kramer, seconded by Council Member Engel to reconvene. The motion carried without objection and the Council reconvened at 5:30 PM.
