Call to Order
President James called the meeting to order at 6:08 PM and asked all to rise
for the Pledge of Allegiance.
Members Roll Call
The Clerk called the roll. A quorum was established.
Council Members Leet and Blackwell arrived at 6:13 PM and Council Members
Denton and Flood arrived at 6:14 PM. Council Members Peden and Lanshima
left at 8:56 PM; Council Member Engel left at 9:21 PM and Council Member
Yates left at 9:30 PM.

Special Proclamation
2. ID 18-0708
Council Member Sexton Smith presented a Special Proclamation recognizing National
Gun Violence Awareness and introduced Cathy Mekus of Moms Demand Action for
Gun Sense in America.
President James relinquished the Chair to President pro tem, Cheri Bryant Hamilton at 6:44 PM
to introduce Brent McKim, President of the Jefferson County Teachers Association, who spoke to
the Council. The President resumed the Chair at 6:49 PM.
