President James called the meeting to order at 6:03 PM and asked all to rise
for the Pledge of Allegiance.

President James stated pursuant to Metro Council Rule 7.04, "A resolution
pertaining to an administrative act or function of the Council may be passed at
the same meeting at which it was introduced.". Therefore, Item 19. (R-190-18)
was read into record and the Council voted on the item.
A motion was made by Council Member Woolridge, seconded by Council
Member Sexton Smith, that this Resolution be approved.
Council Member Hollander spoke to the item.
Council Member Kramer stated for the record, "We are doing this as
expeditiously as we are for a reason. That if it weren't for the fact that this is
right now, going on presently, we certainly appreciate the normal process.
Again, I do think it is necessary, I really do. The reports to our Committee
were somewhat startling. So, I'd ask for your support, in light of the fact that
this is somewhat exceptional".
The motion to approve carried by a voice vote and the Resolution was
adopted.
