Council Member Kramer stated for the record, "We are doing this as expeditiously as we are for a reason. That if it weren't for the fact that this is right now, going on presently, we certainly appreciate the normal process. Again, I do think it is necessary, I really do. The reports to our Committee were somewhat startling. So, I'd ask for your support, in light of the fact that this is somewhat exceptional". The motion to approve carried by a voice vote and the Resolution was adopted.
