A motion was made by Council Member Peden, seconded by Council Member Green, to Call the Question. Without objection the Question was Called on the amendment. The motion to amend failed by a voice vote. President James turned the Chair over to President Pro-Tem Mulvihill at 7:01 PM for a short break and resumed the Chair at 7:04 PM.
