President James called the meeting to order at 6:05 PM and asked all to rise
for the Pledge of Allegiance.

President James invoked Metro Council Rule 5.12 by stating, "A motion to
dispense with any rule of the Council, shall require a two-thirds (2/3) vote of
the Council Members" in order to dispense with Rule 7.08,a., regarding the
withdrawal of sponsorship by a Primary Sponsor. Rule 7.08,a. states in part
that "if the withdrawal of a sponsorship by a Primary Sponsor leaves an
Ordinance, Order, or Resolution without a Primary Sponsor, the Ordinance,
Order or Resolution dies and shall not be considered further." In the present
case, as the sole sponsor, Councilman Yates, has voiced that he must
withdraw his sponsorship and Councilman Piagentini has stated his intent to
become a sponsor".
A motion was made by Council Member Benson, seconded by Council Member
Shanklin, that Metro Council Rule 7.08,a. be suspended. The motion carried
by a Voice Vote and the Rule was suspended allowing Council Member Yates
to withdraw as the Primary Sponsor and be replaced by Council Member
Piagentini..
A motion was made by Council Member Benson, seconded by Council Member
Shanklin, that this Resolution be approved.
Council Member Piagentini spoke to the item.
Council Member Yates stated that he would be abstaining due to his, "business
dealings with El Toro".
Council Member Winkler stated that he would be abstaining due to him doing,
"a lot of work with this company in the past and anticipate doing more work
with them in the future, both with them personally and through my
professional role".
Although a Voice Vote is permissible on a Resolution, in order to record the
abstentions, President James called for a Roll Call vote:
