ID 19-1843 Council Member Dorsey, Council Member Donna Purvis, and President James recognized Bishop Dennis Lyons for his work with the community campaign Code Green, and in celebrating his 29th Pastoral Anniversary. President James resumed the Chair at 6:26 p.m. 3. ID 19-1915 Council Member Blackwell and Council Member Yates recognized Holy Cross's State Champion Cross Country Team. 4. ID 19-1986 Council Member Yates presented a special proclamation to Mr. Carlos Dixon – the winner of the World Boxing Council Youth World Super Featherweight Title. President James relinquished the Chair to President Pro-Tem Mulvihill at 6:41 p.m. 5. ID 19-1952 President James and Council Members recognized and presented proclamations to the University of Louisville interns along with Dr. Sherri Wallace and Dr. Jasmine Ferrier. President James resumed the Chair at 6:47 p.m. in order to recognize his guests. Point of Personal Priviledge Council Member Sexton Smith took a Point of Personal Privilege to recognize Girl Scout Troop #928 who were in the audience and viewing the meeting to earn their Inside Government badge. ID 19-1990 Addresses to Council - November 21, 2019 Attachments: Addresses to Council updated 11-20-19.pdf The Clerk called the following speakers forward to address the Metro Council: - Kris Smith spoke about accountability of and communication with HUD regarding the needs of the Park Duvalle neighborhood. - Dr. Margaret Carreiro spoke in support of the 100% Renewable Energy Resolution. - Annie Geller spoke about the need for safety zones outside of clinics. - Rev. Lori Kyle spoke about the need for a safety zone at the EMW Women's Clinic. - Cindy Pablo spoke about the Planning and Zoning Board procedures. - Piper Hudson-Meredith spoke about the benefits of having an anerobic digester in Louisville. - Insub Beckley spoke about how the budget surplus could alleviate the challenges faced by electrical maintenance workers. - Bill Wells spoke about how to use the budget surplus. - Sydney Hancock spoke about the Tree Ordinance and how it does not help preserve the tree canopy. - Ann Ramser* spoke about two Resolutions regarding Landmarks and requested the Council hold public hearings for both. *Before Ms. Ramser spoke, President James addressed the Council Members and Ms. Ramser regarding the notice she recieved from the Jeffereson County Attorney's Office informing her that she could not speak about the specifics of the Landmark legislation on the agenda under New Business because new evidence cannot be added to the record, and that the Council Members should disregard any mention of the legislation.
