Call to Order and Pledge of Allegiance
President James called the meeting to order at 6:13 p.m. and asked all to rise
for the Pledge of Allegiance.

recognized Bishop Dennis Lyons for his work with the community campaign Code
Green, and in celebrating his 29th Pastoral Anniversary.
President James resumed the Chair at 6:26 p.m.

Council Member Blackwell and Council Member Yates recognized Holy Cross's State
Champion Cross Country Team.
4. ID 19-1986
Council Member Yates presented a special proclamation to Mr. Carlos Dixon – the
winner of the World Boxing Council Youth World Super Featherweight Title.
President James relinquished the Chair to President Pro-Tem Mulvihill at 6:41
p.m.

President James and Council Members recognized and presented proclamations to the
University of Louisville interns along with Dr. Sherri Wallace and Dr. Jasmine Ferrier.

Council Member Sexton Smith took a Point of Personal Privilege to recognize
Girl Scout Troop #928 who were in the audience and viewing the meeting to

The Clerk called the following speakers forward to address the Metro Council:
- Kris Smith spoke about accountability of and communication with HUD
regarding the needs of the Park Duvalle neighborhood.
- Dr. Margaret Carreiro spoke in support of the 100% Renewable Energy
Resolution.
- Annie Geller spoke about the need for safety zones outside of clinics.
- Rev. Lori Kyle spoke about the need for a safety zone at the EMW Women's
Clinic.
- Cindy Pablo spoke about the Planning and Zoning Board procedures.
- Piper Hudson-Meredith spoke about the benefits of having an anerobic
digester in Louisville.
- Insub Beckley spoke about how the budget surplus could alleviate the
challenges faced by electrical maintenance workers.
- Bill Wells spoke about how to use the budget surplus.
- Sydney Hancock spoke about the Tree Ordinance and how it does not help
preserve the tree canopy.
- Ann Ramser* spoke about two Resolutions regarding Landmarks and
requested the Council hold public hearings for both.
*Before Ms. Ramser spoke, President James addressed the Council Members
and Ms. Ramser regarding the notice she recieved from the Jeffereson County
Attorney's Office informing her that she could not speak about the specifics of
the Landmark legislation on the agenda under New Business because new
evidence cannot be added to the record, and that the Council Members should
disregard any mention of the legislation.

President James requested the Council suspend Rule 6.06 regarding the late
addition of legislation to the final agenda, and to invoke Rule 5.12 which
allows the despensing of any Rule with a two-thirds vote. A motion was made
by Council Member Piagentini, seconded by Council Member Dorsey, to
suspend Rule 6.06. The motion carried by a voice vote.
President James requested the Council invoke Rule 7.01(a) to deem the
Ordinance an emergency with a two-thirds vote so that it can be voted on at
the same meeting in which it is introduced. A motion was made by Council
Member Benson, seconded by Council Member Peden, to deem the Ordinance
an emergency. The motion carried by a voice vote.
The Ordinance was read into the record and a motion was made by Council
Member Peden, seconded by Council Member Fowler, that this Ordinance be
approved.
Council Member Fowler spoke of the necessity to amend this Ordinance since
there was no requirement for the contracts related to the management of the
golf courses to come before the Council for approval.
Council Member Piagentini spoke about the oversight and approval of such
contracts being a key function of the legislative branch and his displeasure
that this legislation was necessary to allow the Council to perform its duties.

Council Member Flood spoke to the street closure regarding the elimination of
an unsafe intersection, the accessibility of the area, and possible
improvements by the applicant.
Council Member Triplett explained his need to abstain from discussing and
voting on this item because his property abuts the area to be closed.
Council Member Fowler spoke about the value this will bring to the area,
which includes the installation of new sidewalks and a dedicated
pedestrian/bicycle path.
Council Member Dorsey spoke about her affirmation of this closure and the
community partnerships that came together to provide for the improvements to
be made to this neighborhood.

Council Member Flood explained that this rezoning allowed for a 4,000 square
foot office building to be located on this property and that a garage in the back
is to be demolished. She also mentioned that there was a binding element
regarding the installation of a concrete boarding pad and a bench pad by the
Developer who, upon completion of the construction, will notify TARC so that
they can install a standard bench at this development.
Council Member Ackerson, whose District it is in, described the property as
currently being a home that is being replaced with an office building and that
it will not affect the residential area because it abuts a commercial zone. He
asked for support of this rezoning.

Council Member Ackerson stated that he was not present for this vote in
Committee and that he understood there was some controversy regarding this
legislation and deferred to his colleagues that were in attendance at that
meeting.
Council Member Reed noted that Indian Hills is in both his District and Council
Member McCraney's District. He explained that the Estates of Locust Grove,
which is made up of six homes, approached the Mayor of Indian Hills about
annexation. He encouraged approval and later noted that it passed out of
Committee unanimously.
Council Member McCraney noted that there was not any controversy but that a
statement about annexation was made at the Committee meeting regarding
how important it is to make sure that Louisville is not losing out. She spoke of
her support for the annexation.

Council Member Coan explained the this change to the Noise Ordinance is a
follow up to the Vendors Ordinance that was recently passed. There was
concern about regulating generators and how it should apply across the board
and not just to vendors and vehicles, so the Noise Ordinance has been
amended to address the issue. He noted that it passed out of Committee
unanimously but was put on Old Business because it was amended in
Committee. The amendment made sure that the use of generators that
exceed 70 decibels, with some exceptions, were prohibited in the right of
ways. He asked for everyone's support.
