Council President James called the meeting to order at 6:02 p.m. and asked all

Point of Personal Privilege
Council Member Green took a Point of Personal Privilege to speak about the
Ordinance being passed in regards to Lesbian, Gay, Bisexual, and
Transgender (LGBT) owned businesses [O-394-19]. She thanked all that
worked on this legislation and her colleagues who are co-sponsors and stated
that Louisville is open for business for everybody.

Council Member Peden explained that he wanted to amend this Ordinance
because of the way State funding works.
A motion was made by Council Member Peden, seconded by Council Member
Benson, that this Ordinance be be amended as follows:
-Replace "$20,000" in the title and in SECTION I with the following: "twenty-five
percent (25%) of the total project cost, not to exceed $20,000"
-Add a new SECTION II as follows: "Metro Parks and Recreation shall not
transfer the NDF to Kentucky Department of Fish and Wildlife Resources until
work on the project has started."

Purvis, that this Ordinance be approved.
Council Member Kramer explained that the tennis courts at Jeffersontown
High School were in poor shape and that the Jeffersontown High School Alumi
Association had been working with other organizations and the city of
Jeffersontown. He stated that they were also working with the United States
Tennis Association on a grant, but that funding had not been forthcoming so
he needed to amend the amount to add $2,500 for a total of $10,000.
A motion was made by Council Member Kramer, seconded by Council Member
Benson, that this Ordinance be amended as stated above. The motion to
amend carried by a voice vote.

Council Member Sexton Smith asked if the funds should be going through the
Jefferson County Public School Foundation. Council Member Kramer
responded that he recommended that the Jeffersontown High School Alumni
Association go through the Jefferson County Public School Foundation, but it
was not something they were interested in or able to do and the Jefferson
County Attorney's Office confirmed that funds could be transferred in the way
stated in this Ordinance.
Council Member Sexton Smith asked if the tennis courts would be available
and unlocked for public use at all times, and Council Member Kramer
confirmed such.
Council Member Peden stated that he would be abstaining because he
teaches at Jeffersontown High School.
Council Member Purvis stated that she would be abstaining as she may have a
perceived conflict of interest as she is a substitute teacher for Jefferson County
Public Schools.

Council Member Blackwell stated that this Ordinance was sent to Old Business
at the request of the sponsor, and he stated the total requested amount and
the current appropriated amount.
Council Member George explained that the funds being requested were
specifically to support family education and youth programs, including ESL
services, financial literacy, health and wellness workshops, homework and
tutoring, arts, and more. She stated that Americana was seated in District 21
but had widespread impact across the city and she asked for additional
sponsors.
