Moment of Silence Council President James spoke about the effects COVID-19 has already had on the community and what is still come and asked the Council to join him in a moment of silence. Statement Regarding Virtual Attendance by Council Members Council President James stated that the meeting was being conducted by video teleconference, pursuant to KRS 61.826 and in accordance with Senate Bill 150. He also spoke about provisions regarding any disruptions in remote access for Council Members, which would require a temporary suspension of the meeting, and the time allotted to regain remote access before the meeting resumes. Council Members attended the meeting remotely, except for Council President James, Council Member Kramer, and Council Member Winkler who were present in Council Chambers. R-049-20 AN EMERGENCY RESOLUTION AUTHORIZING THE MAYOR TO ACCEPT FUNDING IN THE FORM OF DIRECT GRANTS OR REIMBURSEMENT FROM VARIOUS ECONOMIC RELIEF PACKAGES APPROVED BY THE FEDERAL GOVERNMENT, EITHER DIRECTLY OR THROUGH THE COMMONWEALTH OF KENTUCKY, RELATED TO THE NOVEL CORONAVIRUS (COVID-19) PANDEMIC. Council Member Hollander explained that in order to not delay receipt of much needed funds, this Resolution authorizes the Mayor to accept state and federal funds coming to Metro Government as a result of the COVID-19 pandemic. He stated that in 2009 a similar Resolution was approved for the Mayor to accept funds for flood relief from FEMA and other sources in advance so that there were no delays due to the Council having to approve a Resolution each time funds were made available, and this Resolution does the same thing in regards to the COVID-19 pandemic. O-159-20 AN EMERGENCY ORDINANCE AMENDING ORDINANCE NO. 044, SERIES 2020 TO FACILITATE THE OPERATION OF THE EMERGENCY ASSISTANCE FUND TO PROVIDE COMMUNITY ASSISTANCE RELATED TO THE COVID-19 PANDEMIC (AS AMENDED). Council Member George explained that the Ordinance previously passed to provide emergency community assistance related to the COVID-19 pandemic needed to be amended because it only allowed for the reimbursement of funds to programs. She explained that because it only allowed for reimbursement, those programs had to be capitalized on the front end in order to provide assistance to the community and requires the programs to make spending decisions to assist people with no guarantee that they will be made whole later. She then reviewed the amendments being proposed to Section III of Ordinance 044, Series 2020. The following also spoke to this item: -Council Member Sexton Smith asked to be a co-sponsor, and also spoke of her support for this Ordinance and her concern about the previous Ordinance possibly requiring non-profits to deplete all of their reserves. A motion was made by Council Member Sexton Smith, seconded by Council Member Winkler, to limit debate. The motion carried by a voice vote. -Council Member Reed asked whether agencies still have to go through the application process and whether the requirements remain the same, and Council Member George confirmed that this was the case. -Council Member Piagentini asked whether the agencies being provided money up front would still be required to provide reports showing that the funds were used as funding of last resort for COVID-19 relief, and Council Member George confirmed that this was the case. Enactment No: Ordinance 046-2020 Louisville Metro Government Page 4 Metro Council Action Summary - Final April 9, 2020 -Council Member Fowler stated that she had concerns about the three-person panel and proposed an amendment to the second paragraph of Section III to change it to a five-person panel consisting of two majority caucus members and one minority caucus member to be appointed by the Council President. A motion was made by Council Member Fowler, seconded by Council Member Winkler, that this Ordinance be amended as noted above. The following spoke to the proposed amendment: -Council Member George spoke against the proposed amendment. She also stated that adding two more members could delay the process. -Council Member Ackerson spoke in support of the proposed amendment. -Council Member Purvis spoke in support of the proposed amendment. -Council Member Sexton Smith against the proposed amendment. -Council Member Parker spoke in support of the proposed amendment. -Council Member Fox spoke in support of the proposed amendment. -Council Member Fox spoke in support of the proposed amendment. -Council Member Coan stated that he was split on the proposed amendment and suggested that the additional members added to the panel be ex officio members. -Council Member Winkler spoke about not have a strong opinion on the proposed amendment. -Council Member Mulvihill spoke against the proposed amendment. -Council Member Peden spoke in support of the proposed amendment. -Council Member Reed spoke in support of the proposed amendment. -Council Member Dorsey asked about the qualifications of the subject-matter experts and Council Member George responded. -Council Member Ackerson spoke in regards to Council Member George's comments being self-serving, and Council Member George responded that she would be willing to have someone take her place on the panel. -Council Member Hollander spoke against the proposed amendment. -Council Member Coan addressed the comments made by Council Member Ackerson. -Council Member Sexton Smith also provided information about one of the subject-matter experts on the panel. -Council Member Green spoke in support of the proposed amendment. -Council Member Parker asked why there would be a delay if more members were added to the panel, and Council Member George responded. -Council Member McCraney asked whether the $2.7M had already been designated, and Council Member George explained the application process. -Council Member Blackwell spoke of his concerns about the delay and why this amendment was being considered now, and Council Member Fowler responded. -Council Member George spoke about One Louisville providing $350,000 to 13 area ministries, with each receiving approximately $26,000. -Council Member Dorsey requested to be a co-sponsor and asked about timing and delays, and Council Member George responded.
