ORD 046 2020.pdf
A motion was made by Council Member Winkler, seconded by Council
Member Sexton Smith, that this Ordinance be approved.
Council Member George explained that the Ordinance previously passed to
provide emergency community assistance related to the COVID-19 pandemic
needed to be amended because it only allowed for the reimbursement of
funds to programs. She explained that because it only allowed for
reimbursement, those programs had to be capitalized on the front end in order
to provide assistance to the community and requires the programs to make
spending decisions to assist people with no guarantee that they will be made
whole later. She then reviewed the amendments being proposed to Section
III of Ordinance 044, Series 2020.

her support for this Ordinance and her concern about the previous Ordinance
possibly requiring non-profits to deplete all of their reserves.
A motion was made by Council Member Sexton Smith, seconded by Council
Member Winkler, to limit debate. The motion carried by a voice vote.
-Council Member Reed asked whether agencies still have to go through the
application process and whether the requirements remain the same, and
Council Member George confirmed that this was the case.
-Council Member Piagentini asked whether the agencies being provided
money up front would still be required to provide reports showing that the
funds were used as funding of last resort for COVID-19 relief, and Council
Member George confirmed that this was the case.
