Call to Order and Pledge of Allegiance
Council President James called the meeting to order at 6:01 p.m. and asked all
to rise for the Pledge of Allegiance.
Moment of Silence
Council President James spoke about the effects of COVID-19 on the
community and what is still to come, and how the community should continue
to stand strong together. He also spoke about the tragic death of Breonna
Taylor on March 13, 2020, the questions the incident has raised, the need for
transparency from the Mayor's Office and Louisville Metro Police Department
regarding the incident, and requested an investigation into the incident. For
these reasons, he asked the Council to join him in a moment of silence.

Statement Regarding Virtual Attendance by Council Members
Council President James stated that the meeting was being conducted by
video teleconference, pursuant to KRS 61.826 and in accordance with Senate
Bill 150. He also spoke about provisions regarding any disruptions in remote
access for Council Members, which would require a temporary suspension of
the meeting, and the time allotted to regain remote access before the meeting
resumes.
Council Members attended the meeting remotely, except for Council President
James, Council Member Kramer, and Council Member Winkler who were
present in Council Chambers.

Jefferson County Pubic School to win the top award in their state competition
in the Student Technology Leadership Program with their Lemons Project,
which stands for “Lemonade stand to exhibit compassion for men, women,
and children who are out of the home and need a smile from these students,
family, and friends at Blake.”

A motion was made by Council Member Winkler, seconded by Council
Member Piagentini, that this Ordinance be passed.
Council Member Coan explained the purpose of the Ordinance and proposed
the following amendments:
- Add "OPEN AREAS" in the title
- On page 2, SECTION I, replace “November 22, 2020” with “30 days after the
date Governor Beshear declares the state of emergency in response to
COVID-19, originally declared on March 6, 2020 by Executive Order 2020-215,
has ceased”
- In SECTION I, subsection 1, add "open areas and/or"
- In SECTION II, add “sidewalks, open areas, and/or"
- Add a new section as follows: “SECTION V: Smoking is prohibited within 15
feet of any temporary outdoor dining spaces created pursuant to this
Ordinance.”
- Change the former “SECTION V” to “SECTION VI”
A motion was made by Council Member Coan, seconded by Council Member
Peden, that this Ordinance be amended as stated above. The motion carried
with a voice vote.

Council Member Flood gave a brief overview of this Ordinance, including the

Council Member Engel stated that he had some initial concern with the traffic
near the senior center but no longer feels that it should be an issue. He urged
support of the zoning change.
