Metro Council Action Summary - Final May 28, 2020
Call to Order and Pledge of Allegiance
Council President James called the meeting to order at 6:11 p.m. and asked all
to rise for the Pledge of Allegiance.
Moment of Silence
Council President James spoke about those who have died from COVID-19 and
those that have tested positive, and noted that more will be affected by the
virus. He asked that everyone continue to stand strong and committed
together. He also asked that everyone join him in a moment of silence.
Statement Regarding Virtual Attendance by Council Members
Council President James stated that the meeting was being conducted by
video teleconference, pursuant to KRS 61.826 and in accordance with Senate
Bill 150. He also spoke about provisions regarding any disruptions in remote
access for Council Members, which would require a temporary suspension of
the meeting, and the time allotted to regain remote access before the meeting
resumes.
Council Members attended the meeting remotely, except for Council President
James, Council Member Kramer, and Council Member Fox who were present
in Council Chambers

Point of Personal Privilege
Council Member Peden asked for a point of personal privilege to recognize
the graduates of 2020 who have reached a giant milestone and cannot
celebrate it as they had planned, and Council Member Blackwell, Council
Member Kramer, and Council Member Sexton Smith also spoke to this.

Purvis, that this Resolution be approved.
Council Member Green spoke about the Council and the community being
owed transparency and this Resolution helping obtain such, and urged her
colleagues to support it.
A motion was made by Council Member Green, seconded by Council Member
Piagentini, that this Resolution be amended to replace "evening" with
"morning" in the last Whereas clause. The motion to amend carried by a
voice vote.
Council Member Sexton Smith spoke about the 911 phone call and the effects
it had on her.

A motion was made by Council Member Kramer, seconded by Council Member
Benson, that this Ordinance be approved.
Council Member Piagentini spoke about living organ donors, and how this
Ordinance breaks down a financial barrier and allows Louisville Metro
employees to have paid time off to recover if they are living organ donors or
bone marrow donors. He also spoke about this policy possibly encouraging
people to be donors, and noted that the number of African Americans that
donate is low, which means that many African Americans do not receive the
organs they need.
Council Member Shanklin also spoke about the need for more African
American donors and how this policy may encourage more donations since
they will not lose their income when doing so.

Benson, that this Ordinance be approved.
Council Member Flood stated that this was for re-purposing the old National
Processing Center and she discussed three binding elements that were added
and approved during the Planning and Zoning Committee meeting.
Council Member George spoke about the property being vacant for many
years and how the community is excited about the potential development, and
she thanked those who have helped with developing the additional binding
elements.

A motion was made by Council Member Winkler, seconded by Council
Member Purvis, that this Ordinance be approved.
Council Member Flood briefly described the requested rezoning and stated
that the Planning Commission voted to deny the change, which is what is
before the Council.
Council Member Coan spoke about this item and how the Planning
Commission felt they should not allow spot zoning and that it went against the
Highlands Neighborhood Plan. He also spoke about a concern regarding a
few units currently being used as residential units, which will no longer be
allowed so the residents will have to move. He stated that he had been
assured that Code Enforcement and Zoning Enforcement will coordinate when
the time is appropriate to enforce the zoning for those units.
