Call to Order and Pledge of Allegiance
Council President James called the meeting to order at 6:06 p.m. and asked all
to rise for the Pledge of Allegiance.
Moment of Silence
Council President James spoke about those who have died from COVID-19 and
those that have tested positive, and noted that more will be affected by the
virus. He asked that everyone continue to stand strong and committed
together.
He also spoke about the pandemic of systemic racism and the protests that
have taken place because of the deaths of Ahmed Gregory, George Floyd, and
locally Breonna Taylor and David McAtee.
He asked that everyone join him in a moment of silence.
Statement Regarding Virtual Attendance by Council Members
Council President James stated that the meeting was being conducted by
video teleconference, pursuant to KRS 61.826 and in accordance with Senate
Bill 150. He also spoke about provisions regarding any disruptions in remote
access for Council Members, which would require a temporary suspension of
the meeting, and the time allotted to regain remote access before the meeting
resumes.

Committee of the Whole
Council President James requested a motion to resolve into the Committee of
the Whole, pursuant to Council Rule 3.04.
A motion was made by Council Member Piagentini, seconded by Council
Member Dorsey, that the Council resolve into the Committee of the Whole.
The motion carried by a voice vote.
Council President James noted that Breonna's Law was the next item of
business on the agenda and recognized Council Member Green who had
invited Breonna Taylor's mother and members of her family to attend the
meeting.
Council Member Green spoke about Breonna Taylor and how much she meant
to her family, friends, and the community. She spoke about Ms. Taylor joining
the nearly 5,000 people killed by law enforcement since 2015. She introduced
Tamika Palmer and Juniyah Palmer, Breonna Taylor's mother and sister,
respectively, other family members, and family attorneys Ben Crump and
Lonita Baker.
Ben Crump, Tamika Palmer, and Lonita Baker made brief statements.
Council President James relinquished the chair to President Pro-Tem Winkler
at 6:49 p.m.
Council President James and Council Member Sexton Smith presented
Tamika Palmer with a proclamation regarding the passing of Breonna's Law.
Council President James resumed the chair at 6:53 p.m.
A motion was made by Council Member Kramer, seconded by Council Member
Triplett, for the rising of the Committee. The motion carried by a voice vote.

A motion was made by Council Member Purvis, seconded by Council Member
Piagentini, that this Ordinance be approved.
Committee Member Green thanked those that helped with this legislation.
She mentioned Senator Rand Paul's federal bill that would prohibit no-knock
warrants nationally and would also be named after Breonna Taylor. She
stated that Louisville would be the first local municipality to address the issue
of no-knock warrants and to codify a ban on no-knock warrants into law. She
noted that an amendment would be proposed to this legislation and discussed
the critical parts of the proposed amendment, which included the following:
- a total ban on no-knock warrants
- during all search warrants, all officers must have body cameras on five
minutes before the warrant is executed and five minutes after the warrant is
executed and recordings of such will be maintained for five years
- any Metro employee who violates this provision will be subject to
disciplinary actions
Council Member Green continued by stating that they are not impeding the
ability of the police to do their job, but the use of no-knock warrants is not
worth the loss of a life. She also stated officers can still use arrest warrants
and search warrants and that the provisions for when no warrants are needed
have not changed. She stated that they want officers to be able to do their
jobs well and to do it safely, and for citizens to feel safe in their homes.

Council Member Sexton Smith thanked Breonna Taylor's family and legal
team for being at the meeting. She read the proposed amendment by
substitution into the record.
A motion was made by Council Member Sexton Smith, seconded by Council
Member Coan, that this Ordinance be amended by substitution as read into the
record and attached hereto as "O-213-20 PROPOSED FABS - Ban No-Knock
Search Warrants.pdf." The motion carried by a voice vote.
Council Member McCraney spoke briefly about this item and her pride in being
part of the democratic process that has brought about this legislation.
