Committee Member Green thanked those that helped with this legislation. She mentioned Senator Rand Paul's federal bill that would prohibit no-knock warrants nationally and would also be named after Breonna Taylor. She stated that Louisville would be the first local municipality to address the issue of no-knock warrants and to codify a ban on no-knock warrants into law. She noted that an amendment would be proposed to this legislation and discussed the critical parts of the proposed amendment, which included the following: - a total ban on no-knock warrants - during all search warrants, all officers must have body cameras on five minutes before the warrant is executed and five minutes after the warrant is executed and recordings of such will be maintained for five years - any Metro employee who violates this provision will be subject to disciplinary actions Council Member Green continued by stating that they are not impeding the ability of the police to do their job, but the use of no-knock warrants is not worth the loss of a life. She also stated officers can still use arrest warrants and search warrants and that the provisions for when no warrants are needed have not changed. She stated that they want officers to be able to do their jobs well and to do it safely, and for citizens to feel safe in their homes.
