Metro Council Action Summary - Final August 6, 2020
Call to Order and Pledge of Allegiance
Council President James called the meeting to order at 6:28 p.m. and asked all
to rise for the Pledge of Allegiance.
Moment of Silence
Council President James spoke about the increase in COVID-19 cases and the
number of people who have tested positive (7,686) and died (251) from
COVID-19 in Louisville as of yesterday, and reminded all that these are not just
numbers we say everyday but rather they represent people and loved ones. He
asked that everyone join him in a moment of silence.
Statement Regarding Virtual Attendance by Council Members
Council President James stated that the meeting was being conducted by
video teleconference, pursuant to KRS 61.826 and in accordance with Senate
Bill 150. He also spoke about provisions regarding any disruptions in remote
access for Council Members, which would require a temporary suspension of
the meeting, and the time allotted to regain remote access before the meeting
resumes.
All Council Members attended the meeting remotely.

Council Member Flood provided an overview of this item.
Council Member Benson spoke about his concern regarding 5A [of the South
Floyd's Fork Vision Plan on page 94] and the 50-feet buffer in that
recommendation.
A motion was made by Council Member Benson, seconded by Council Member
Piagentini, that this Ordinance be amended by amending the South Floyd's
Fork Vision Plan as follows:
Change 5A [on page 94] to: "Consider establishing buffer standards for new
development that is proposed adjacent to permanently protected active
agricultural uses."
The motion to amend carried by a voice vote.

- Clarification regarding what the original language was in the Vision Plan in
reference to 5A and where along the line it got changed
- Example of walking path along Floyd's Fork that is on private property

Council Member Flood provided an overview of this item.
Council Member Blackwell explained that the issue here stems from some
businesses having multiple exits onto Dixie Highway and how it makes it
difficult for pedestrians and bike riders to remain safe. The developer wants
an additional exit from this property and a compromise has been reached and
a Binding Element has been added.

there is a mistake regarding the addresses and that it would be worked out
between Okolona Fire Department and Metro Safe.

Noble, District 26 Legislative Aide, for discovering the error in the addresses.
