Support Staff Genevieve First, Executive Assistant Hollie Hopkins, Jefferson County Attorney's Office Alice Lyon, Jefferson County Attorney's Office Joan Sheffer, Department of Information Technology Clerk(s) Sonya Harward, Clerk Lisa Franklin-Gray, Assistant Clerk Moment of Silence Council President James spoke about Louisville being in the critical stage of the pandemic and the expectation that the rate of COVID-19 cases will rise over the next few weeks. He spoke about First Responders beginning to receive the vaccine and stated that he hoped the citizens would receive it soon as well. He noted the number of people who have died (670) as of that morning and tested positive (54,121) as of the previous day in Louisville. He asked that everyone join him in a moment of silence. Reading of Certificates of Election The Clerk read the Certificates of Election, attached hereto, into the record. ID 21-0004 Certificates of Election for Louisville Metro Council Attachments: Certificates of Election.pdf Ceremonial Oath of Office by Honorable Judge Denise Brown The Honorable Judge Denise Brown provided the Oath of Office to the elected Council Members. Statement Regarding Virtual Attendance by Council Members Council President James stated that the meeting was being conducted by video teleconference, pursuant to KRS 61.826 and in accordance with Senate Bill 150. He also spoke about provisions regarding any disruptions in remote access for Council Members, which would require a temporary suspension of the meeting, and the time allotted to regain remote access before the meeting resumes. ID 20-1747 Council President James recognized outgoing Council Member David Yates. *Council President James relinquished the chair to President Pro-Tem Winkler at 4:16 p.m. Council President James presented Senator David Yates with a proclamation. Wanda Mitchell Smith also presented him with a proclamation from the Mayor. President Pro-Tem Winkler, Council Member Piagentini, and Council Member Fowler (a little later in the meeting) made brief comments to Senator David Yates as well. Election of Metro Council President Nomination and Vote President Pro-Tem Winkler reviewed the rules that govern the election of the Metro Council President. Council Member Shanklin nominated Council Member David James. Hearing no further nominations, President Pro-Tem Winkler closed the nominations. Hearing no further nominations, Council President James closed the nominations. By voice vote, Sonya Harward was elected as the 2021 Metro Council Clerk.
