Request: Request for a NuLu Overlay Permit to redevelop the existing
industrial development, commonly known as the Service Tanks
property, into a mixed-use development featuring multi-family
residential, commercial, and parking uses
Project Name: 700 E. Main Street Redevelopment
Location: 700 E. Main Street & 121 S. Clay Street
Owner: BCTS Louisville, LLC
Applicant: Ryan Gallmeyer, Buckingham Companies LLC
Jurisdiction: Louisville Metro
Council District: 4 - Barbara Sexton Smith
Case Manager: Joseph Haberman, Planning & Design Manager
A motion was made by Committee Member Rawlins, seconded by Committee
Member Trier, that Case Number 19-OVERLAY-OOO5 be APPROVED, SUBJECT
to the following Conditions of Approval:
Conditions of Approval:
1. Any exterior alterations to 121 South Clay Street (Parcel B) shall be
submitted for review and approval.
2. Signage and public art not detailed in the application shall be submitted to
staff for review and approval.
3. Prior to the issuance of a building permit for the new building, finalized
design details and materials shall be submitted to staff for final review and
approval. After a building permit has been issued, if the design or materials
change, the applicant shall contact staff for review and approval prior to
installation.
4. Prior to the issuance of a building permit for the new building, finalized
streetscape design including light fixtures, street furnishings, street trees, and
paving materials shall be submitted to staff for final review and approval.
5. Prior to the issuance of a building permit, documentation showing how the
applicable Sustainability Guidelines will be addressed shall be submitted to
staff for final review and approval.
6. The Contributing Historic Structure at the corner of East Main and South
Clay Streets may be demolished provided that: a. The applicant is encouraged
to continue to explore the viability of including the full corner commercial into

the project; b. the corner building be photographed and documented and
these documents shall be submitted to staff for inclusion in the project record,
and; c. elements of the existing building such as bricks, stone lintels, and
wood framing, etc. shall be should salvaged and re-used wherever possible in
the new project.
7. The development shall include artwork on the blank wall of the new
building facing Billy Goat Strut Alley. Prior to installation, the final design shall
be submitted to staff for review and approval.
8. The “Service Tanks” attached signage – individual letters and cabinet sign -
shall be re-incorporated into the development as decorative or artistic design
elements as much as possible. Prior to installation, the location(s) and
design(s) of the relocated attached signage elements shall be submitted to
staff for review and approval.
9. If the development requires the side wall and/or rear wall of the building at
121 S. Clay Street to be altered to accommodate the utilities, the historic
masonry from the removed wall(s) should be preserved and reused to
construct any new wall(s).
