PC_Mins_052115 A motion was made by Vice Chair Proffitt, seconded by Commissioner White, that the Planning Commission minutes from the May 21, 2015 meeting be approved. The motion carried with one abstention. Yes: 6- Blake, Proffitt, Brown, White, Tomes, and Turner Absent: 3- Butler, Jarboe, and Peterson Abstain: 1- Kirchdorfer Public Hearing 2. 15AMEND1000 Project Name: LDC Text Amendment - Boarding and Lodging Houses Case Manager: Brian Mabry, AICP, Planning Coordinator A motion was made by Vice Chair Proffitt, seconded by Commissioner White, that the Planning Commission RECOMMEND changes on page 3 of the staff report, items 1-5 (6 stricken) and that the Ordinances presented be sent back to Metro Council striking H1 and 7I and change the language in J to read as follows: The Board of Zoning Adjustment shall, to the best of their abilities, find that the establishment of their facility will not result in harm to the health, safety or general welfare of the surrounding neighborhood and that substantial adverse impacts on adjoining properties or land uses will not result in the facilities' operations. The motion carried with one abstention. Yes: 6- Blake, Proffitt, Kirchdorfer, White, Tomes, and Turner Absent: 3- Butler, Jarboe, and Peterson Abstain: 1- Brown Louisville Metro Government Page 1 Planning Commission Action Summary June 4, 2015 4. 10-21-87 Request: Approval of the City of Glenview’s acceptance of a private access easement known as Woodside Place as a public road A motion was made by Commissioner White, seconded by Vice Chair Proffitt, that the request of the City of Glenview's acceptance of this private access easement and Woodside Place becoming a public road, be approved. The motion carried unanimously. Yes: 5- Blake, Proffitt, Kirchdorfer, Tomes, and Turner Absent: 5- Brown, Butler, Jarboe, White, and Peterson 3. P&P Changes Request: Early Notification Proposal A motion was made by Vice Chair Proffitt that items on pages 2 and 3 of the staff report dated May 21, 2015, with one exception, that being paragraph 3.04.03 to read as follows: For applications mentioned in paragraph A above, notice shall be given by the applicant, by depositing in the U.S. mail not more than 17 days following the deadline submittal date of the application to persons required to receive notice of public meetings according to the current Land Development Code and Planning Commission Policy and Procedures. Email notifications shall also be given to any persons subscribed to the Notification Development Proposal list for the Council District in which the subject property is found. The policy change will be effective no earlier than August 1, 2015, be approved. The motion carried unanimously. Mussleman Sr. Representative: Cliff Ashburner Jurisdiction: Louisville Metro Council District: 25 - David Yates Case Manager: Christopher Brown, Planner II A motion was made by Chair Person Tomes, seconded by Vice Chair Proffitt, to RECOMMEND APPROVAL, to Metro Council that the zoning be changed from R-5A to PRD. The motion carried unanimously. Yes: 5- Blake, Proffitt, Kirchdorfer, Tomes, and Turner Absent: 5- Brown, Butler, Jarboe, White, and Peterson Louisville Metro Government Page 2 Planning Commission Action Summary June 4, 2015 A motion was made by Chair Person Tomes, seconded by Vice Chair Proffitt, that the Variance from chapter 5.3.1.D.1.A of the Land Development Code to reduce the required front yard from 15 feet to 8 feet, be approved. The motion carried unanimously. Yes: 5- Blake, Proffitt, Kirchdorfer, Tomes, and Turner Absent: 5- Brown, Butler, Jarboe, White, and Peterson A motion was made by Chair Person Tomes, seconded by Vice Chair Proffitt, that the Revised Detailed District Development Plan, Preliminary Subdivision Plan and proposed Binding Elements, be approved. The motion carried unanimously.
