Liberty St. Louisville, KY 40202 Action Summary Planning Commission Monday, April 11, 2016 6:30 PM Old Jail Auditorium Rollcall Present: 6- Commissioner Marilyn Lewis, Commissioner Jeff Brown, Chair Person Donnie Blake, Commissioner Robert Kirchdorfer, Commissioner David Tomes, and Commissioner Lula Howard Absent: 4- Commissioner Chip White, Commissioner Clifford Turner, Vice Chair Vince Jarboe, and Commissioner Robert Peterson Public Hearing 1. 16AMEND1002 Request: Amend the Land Development Code Related to Short-Term Rentals Project Name: Short-Term Rentals Text Amendment Location: Multiple properties in Louisville Metro Owner: Multiple Owners Applicant: Louisville Metro Representative: Louisville Metro Jurisdiction: Louisville Metro Council District: 23 - James Peden Case Manager: Joseph Haberman, AICP, Planning Manager A motion was made by Commissioner Brown, seconded by Commissioner Howard, that Case Number 16AMEND1002 be Recommended to Louisville Metro Council to AMEND Short Term Rentals as described in the staff report with the following changes; under 2.7.1 C-4, the Short Term Rental should be within the Residential Use Table and not under Lodging Use; and in 2.7.2 E-2-A in the PTD Table it should be under the Residential Use and not the Lodging Use; also make a change in 4.2.6-3 to add TNZD to the list of Zoning Districts that require a Conditional Use Permit; and under 4.3.2-0 STRIKE TNZD District from the list of Zones; and in 4.3.2-0-G STRIKE the off-street from the description of the parking available for guests; also RECOMMEND that Metro Council consider adding an EXEMPTION for special local events that occur on a regular basis, based on the staff report and testimony heard today. NOTE: NOT introduced is a Short Term Rental Existing Definition into this LDC Amendment.. The motion carried by the following vote: Yes: 6- Lewis, Brown, Blake, Kirchdorfer, Tomes, and Howard Absent: 4- White, Turner, Jarboe, and Peterson A motion was made by Commissioner Brown, seconded by Commissioner Lewis, that in Case Number 16AMEND1002 a RECOMMENDATION be made that Metro Council consider AMENDING the Ordinance 217 Series 2015 just to protect the health and welfare of the community by requiring insurance as part of the licensing requirements.
