Call to Order
Chair Person Peden called the meeting to order at 3:33 p.m. and introduced the
members and non members of the Committee that were present. A quorum was
established.

Present: 4- Chair Person James Peden (R-23), Council Member David James (D-6), Council
Member Kevin Kramer (R-11), and Council Member Madonna Flood (D-24)
Excused: 1- Vice Chair David Yates (D-25)

1. O-061-14 AN ORDINANCE RELATING TO COMPLIANCE WITH AND THE
ENFORCEMENT OF LOUISVILLE METRO CODE OF ORDINANCES
CHAPTER 94 AND THE INSTALLATION OF SMOKE DETECTORS (As
Amended).
Sponsors: James Peden (R-23)
A motion was made by Council Member James seconded by Council Member
Flood, that this Ordinance be untabled. By a voice vote, the motion carried and
the Ordinance was untabled.

A motion was made by Chair Person Peden, seconded by Council Member Flood,
that this Ordinance be amended as follows:
Section I: Dwelling Floor and Dwelling Unit floor will be deleted.
Section II changed to Section I, and in (A) the first line "On all dwelling units
floors, and upon each dwelling unit floor" will be changed to read "In all dwelling
units,"
Section III changed to Section II and the following was added - In the event of a
remediation in which one (1) suitable smoke detector is installed by a designated
representative, said installation does not automatically bring the dwelling unit
into compliance with the proper code requirements and all dwelling units shall be
required to comply with the appropriate installation and maintenance
requirements for a dwelling unit.
The addition of the following: SECTION IV: This Ordinance shall take effect upon
its passage and approval.
By a voice vote the motion carried and the amendment passed.
A motion was made by Council Member Kramer, seconded by Chair Person
Peden, that this Ordinance be amended as follows:
The addition of the following: SECTION III: Upon receiving the smoke detector,
the Chief of the Fire Department, Fire District, or Code Official will leave written
notice to the property owner who resides in said property of the cost associated
with purchasing and installing the smoke detector; the letter shall also include
instructions for voluntary reimbursement to the fire department.
By a voice vote, the motion carried and the amendment passed.
By a roll call vote, this Ordinance as amended was sent to Old Business:

2. O-231-14 AN ORDINANCE AMENDING LOUISVILLE METRO CODE OF
ORDINANCES (“LMCO”) §127.13 ET. AL., REGARDING BURGLAR
AND HOLD-UP ALARM NOTIFICATIONS.
Sponsors: David Yates (D-25)
A motion was made by Council Member James, seconded by Council Member
Flood, that this Ordinance be recommended for approval by the Metro Council.
A motion was made by Council Member James, seconded by Council Member
Flood, that this item be tabled.
The motion and second to table was withdrawn.
The Committee decided that this Ordinance be approved with the caveat that a
response from Pam Stiger, the Alarm Administrator, verifying alarms being
cancelled by the alarm companies and documentation from Councilman James
that the alarm companies have not been cancelling the calls when needed, be
sent to the Committee Members before the Council Meeting on May 8, 2014. If
the documentation is not received, this Ordinance will be referred back to the
Committee at the May 8, 2014 Council Meeting.
By a roll call vote and at the request of Chair Person Peden, the Ordinance was
sent to Old Business:

Excused: 1- Yates
Adjournment
A motion to adjourn was made by Council Member James. Without objection this
meeting adjourned at 4:10 p.m.
