A quorum was established. Present: 5- Council Member Jessica Green (D-1), Council Member David James (D-6), Council Member Julie Denton (R-19), Vice Chair James Peden (R-23), and Chair Person David Yates (D-25) Non-Committee Members Council Member Bill Hollander (D-9) Supporting Staff Deborah Bilitski, Jefferson County Attorney's Office Clerk David B. Wagner, Assistant Clerk Pending Legislation 1. O-387-15 AN ORDINANCE AMENDING SECTIONS 115 OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT CODE OF ORDINANCES [LMCO] RELATING TO JUNK AND SECONDHAND DEALERS. (Action Required By: May 2016) Sponsors:David James (D-6) A motion was made by Council Member James, seconded by Vice Chair Peden, that the Ordinance be recommended for approval. John Koofer, Louisville Metro Police Department, spoke to the item. A motion was made by Council Member James, seconded by Council Member Green, that the Ordinance be Amended by Substitution with the proposed Ordinance distributed by Council Member Hollander before the meeting (See attached). No action taken. Deborah Bilitski, Jefferson County Attorney's Office, spoke to the item. A motion was made by Council Member Denton, seconded by Council Member Green, that the Ordinance be Amended by removing Subsection (M)(2) under Section II on Page 5 of the Ordinance. The motion to amend carried by a voice vote. A motion was made by Vice Chair Peden, seconded by Council Member James, that the Ordinance be Amended by replacing "50 miles" with "a 30 minute drive" under Subsection 115.507 (A)(1) on Page 3 of the Ordinance. No action taken. A motion was made by Chair Person Yates, seconded by Council Member James, that the Ordinance be tabled. The motion to table carried by a voice vote. By request of Council Member Peden, a Primary Sponsor, the Ordinance will be re-introduced at the November 19, 2015 Metro Council meeting.
