Call to Order
Chair Person Yates called the meeting to order at 3:31 p.m.
Roll Call
Chair Person Yates introduced the members and non-members present. A
quorum was established.
Council Member Green arrived at 3:32 p.m.

A motion was made by Vice Chair Peden, seconded by Council Member
James, that the Ordinance be untabled.
Prior to the adjournment of this committee's previous meeting on November
11, 2015, a motion was made by Vice Chair Peden, seconded by Council
Member James, that the Ordinance be amended by replacing "50 miles" with
"a 30 minute drive" under Subsection 115.507 (A)(1) on Page 3 of the
Ordinance but no action was taken on the motion. Vice Chair Peden and
Council Member James withdrew the motion and the corresponding second.
Prior to the adjournment of this committee's previous meeting on November
11, 2015, a motion was made by Council Member James, seconded by Council
Member Green, that the Ordinance be amended by substitution with the
proposed Ordinance distributed by Council Member Hollander before the
meeting (see attached) but no action was taken on the motion. Council
Member James and Council Member Green withdrew the motion and the
corresponding second.
A motion was made by Council Member James, seconded by Vice Chair
Peden, that the Ordinance be amended by substitution with the proposed
Ordinance from Council Member Hollander dated 12/08/15 (see attached). By a
voice vote, the Amendment by Substitution was opened for discussion.

A motion was made by Council Member Green, seconded by Vice Chair Peden,
that the Amendment by Substitution be amended by removing the last whereas
statement at the top of Page 2. The motion to amend carried by a voice vote.
Joe Haberman, Planning and Design Services, spoke to the item.
A motion was made by Council Member Green, seconded by Vice Chair Peden,
that the Amendment by Substitution be amended by adding "consecutive"
between "(30)" and "days" in the second line of the definition of Short Term
Rental on Page 3. The motion to amend carried by a voice vote.
A motion was made by Vice Chair Peden, seconded by Council Member Green,
that the Amendment by Substitution be amended by adding "consecutive"
between "(30)" and "days" in the third line of the definition of Transient User
on Page 3. The motion to amend carried by a voice vote.
A motion was made by Vice Chair Peden, seconded by Council Member
James, that the Amendment by Substitution be amended by replacing "50"
with "25" in the second line under Subsection 115.507 (A)(1) on Page 3.
A motion was made by Vice Chair Peden, seconded by Council Member Green,
to call the question. The motion to call the question carried by a voice vote.
The motion to amend by replacing "50" with "25", as previously stated, carried
by a voice vote.
A motion was made by Vice Chair Peden, seconded by Council Member
Denton, that the Amendment by Substitution be amended under Subsection
115.507 (A), in the second line, by replacing the period with a comma after
"Commission" and adding, "and shall be available for paperless online
registration within one hundred and fifty (150) days." The motion to amend
carried by a voice vote.
A motion was made by Council Member Denton, seconded by Vice Chair
Peden, that the Amendment by Substitution be amended under Subsection (M)
(1) on Page 5 by replacing in the second line, "civil penalty of not less than
$100 and no more than $1,000 as imposed by the Director" with "warning"; by
replacing in the fourth line "$1,000" with "$100" and "$5,000" with "$500"; and
adding in the fifth line after the period, "A third offense will be subject to a civil
penalty of not less than $500 and no more than $1,000 as imposed by the
Director." The motion to amend carried by a voice vote.
A motion was made by Vice Chair Peden, seconded by Council Member
James, that the Amendment by Substitution be amended under Subsection
115.509 (A) on Page 4 by adding the word "to" between "pursuant" and "this".
The motion to amend carried by a voice vote.
A motion was made by Vice Chair Peden, seconded by Council Member
James, that the Amendment by Substitution be amended under Subsection
115.506 on Page 3 by removing "and remains registered each year" in the third
line and adding "annually" before "registered" in the second line. The motion
to amend carried by a voice vote.
A motion was made by Council Member Denton that the Amendment by

Substitution be amended under Subsection 115.510 (A) by adding "of
multi-family, multi-story dwelling short-term rentals" after "premises". The
motion to amend failed for lack of a second.
The motion to recommend for approval carried by the following vote and the
Ordinance as Amended by Substitution was sent to Old Business:

A RESOLUTION AUTHORIZING THE MAYOR TO ACCEPT GRANT FUNDING OF
$38,157.86 FROM THE REGION 6 LOCAL ASAP BOARD AND THE KENTUCKY OFFICE
OF DRUG CONTROL POLICY. (Action Required By: May 2016)

A motion was made by Vice Chair Peden, seconded by Council Member
James, that the Resolution be recommended for approval.
Wayne Crabtree, Louisville Metro Public Health and Wellness, spoke to the
item.
The motion carried by a voice vote and the Resolution was sent to the Consent
Calendar.

A RESOLUTION AUTHORIZING THE MAYOR TO ACCEPT A STATE GRANT OF $50,000
FROM THE COMMONWEALTH OF KENTUCKY, JUSTICE AND PUBLIC SAFETY
CABINET, KENTUCKY STATE POLICE (KSP) TO BE USED BY THE LOUISVILLE METRO
POLICE DEPARTMENT FOR TARGETING AGGRESSIVE CARS AND TRUCKS (TACT)
INITIATIVES. (Action Required By: June 2016)

A motion was made by Vice Chair Peden, seconded by Council Member
James, that the Resolution be recommended for approval.
Major Kelly Jones, Louisville Metro Police Department, spoke to the item.
The motion carried by a voice vote and the Resolution was sent to the Consent
Calendar.
