Chair Person James called the meeting to order at 3:32 p.m.

Rashaad Abdur-Rahman, Safe and Healthy Neighborhoods, spoke to the item.
A motion was made by Chair Person James, seconded by Vice Chair Peden,
that the Spending Plan for External Agencies (see attached) be approved. The
motion carried by a voice vote and the Spending Plan was approved.

2. O-398-16
AN ORDINANCE AMENDING SECTION 115.451 OF THE LOUISVILLE/JEFFERSON
COUNTY METRO GOVERNMENT CODE OF ORDINANCES (LMCO) RELATING TO
REMOVAL OF VEHICLES BY PRIVATE TOW OPERATORS; FEE LIMITS.
Sponsors:Primary David Yates (D-25)
A motion was made by Vice Chair Peden, seconded by Committee Member
Leet, that this Ordinance be untabled. The motion to untable carried by a voice
vote.
The following spoke to the item:

- Brian Johns, Mosby's Towing & Transport
- Dave Jones, Dave's Towing Service
A motion was made by Vice Chair Peden, seconded by Committee Member
Green, that this Ordinance be amended by replacing '...$120 for removal and
$25 per day for storage thereafter,' in Lines 6 through 8 of Section I with
'...$138 for removal and the first calendar day of storage, and $25 per calendar
day thereafter. A private tow operator may not charge a calendar day for
storage for days that the private tow operator is not open for the vehicle to be
released.'
Committee Member Leet offered a friendly amendment, which was accepted by
Vice Chair Peden without objection, that the new language would read as
follows: ...$138 for removal and the first 24 hours of storage, and $25 per
calendar day thereafter. A private tow operator may not charge a calendar day
for storage for days that the private tow operator is not open for the vehicle to
be released.

The motion to amend carried by a voice vote.
A motion was made by Committee Member Sexton Smith, seconded by Vice
Chair Peden, that this amended Ordinance be amended by adding the
following at the end of Section I: In addition to the towing charges, there shall
be allowed a $27 additional flat charge for any vehicle that needs to be dollied.
The motion to amend carried by a voice vote.

A motion to recommend for approval was made by Committee Member Green,
seconded by Vice Chair Peden, that this amended Ordinance be recommended
for approval. The motion to recommend for approval carried by the following
vote and the amended Ordinance was sent to Old Business:
Yes: 5- James, Peden, Green, Sexton Smith, and Flood
Present: 1- Leet
Excused: 1- Denton

Without objection, Chair Person James adjourned the meeting at 4:31 p.m.
