A quorum was established. R-222-18 A RESOLUTION AUTHORIZING THE MAYOR TO ACCEPT THE VICTIMS OF CRIME ACT GRANT FROM THE UNITED STATES DEPARTMENT OF JUSTICE IN THE AMOUNT OF $50,000 FOR TRAINING AND OPERATING EXPENSES WITHIN THE VICTIM SERVICES UNIT TO BE ADMINISTERED BY THE LOUISVILLE METRO POLICE DEPARTMENT. The following spoke to the item: - Chair Person Green - Lieutenant Colonel Robert Schroeder, Louisville Metro Police Department - Lieutenant Shannon Lauder, Louisville Metro Police Department The motion carried by a voice vote and the Resolution was sent to the Consent Calendar. 2. R-010-19 A RESOLUTION RECOGNIZING THE AUTHORITY OF THE JEFFERSON COUNTY SHERIFF TO MAKE APPLICATION FOR AND ENTER INTO AGREEMENTS WITH THE KENTUCKY OFFICE OF HOMELAND SECURITY (“KOHS”) FOR A PROJECT TO OBTAIN PERSONAL PROTECTIVE EQUIPMENT, TO EXECUTE ANY DOCUMENTS WHICH ARE DEEMED NECESSARY BY KOHS TO FACILITATE AND ADMINISTER THE PROJECT, AND TO ACT AS THE AUTHORIZED CORRESPONDENT FOR THE PROJECT. Chair Person Green spoke to the item. A motion was made by Committee Member Piagentini, seconded by Committee Member Fox, that this Resolution be tabled. The motion to table carried by a voice vote. O-397-18 AN ORDINANCE AMENDING CHAPTER 91 OF THE LOUISVILLE METRO CODE OF ORDINANCES (“LMCO”) TO CREATE AN ANIMAL ABUSE OFFENDER REGISTRY. (AS AMENDED). The motion carried without objection. Council Member Coan spoke to the item. A motion was made by Committee Member Flood, seconded by Chair Person Green, that this Ordinance be amended as follows: - Insert "or any person convicted of an Animal Abuse Offense in Jefferson County" at the end of the definition of ANIMAL ABUSE OFFENDER REGISTRY in Section I - Strike through "The period of time for said persons to remain on the animal abuse offender registry will be two (2) years from the first day of release of confinement, or the beginning date of probation or conditional discharge." at the end of Section III, Subsection (C) and insert the same language at the end of Section III, Subsection (B) - Insert "Any employee of MAS who disseminates, or does not disseminate, registrant information in good-faith compliance with the requirements of this subsection shall be immune from criminal and civil liability for the dissemination or lack thereof." as a new Section III, Subsection (H) - Insert "Any person required to register under subsections (B) or (E) must, within ten (10) business days of change of residency amend his or her registration with MAS." as a new Section III, Subsection (I) Sean Dennis, Jefferson County Attorney's Office, and Ozzy Gibson, Metro Animal Sevices, spoke to the item. The motion to amend carried by a voice vote. A motion was made by Committee Member Piagentini, seconded by Chair Person Green, that this amended Ordinance be tabled. The motion to table carried by a voice vote. Adjournment Without objection, Chair Person Green adjourned the meeting at 4:29 p.m. *NOTE: Items sent to the Consent Calendar or Old Business will be heard before the full Council at the Metro Council Meeting on February 21, 2019.
