Call to Order
Chair Person Green called the meeting to order at 3:35 p.m.
Roll Call
Chair Person Green introduced the committee members and non-committee
members present. A quorum was established.
*NOTE: All committee members and non-committee members present
attended virtually.

Policing and Increased Violence in the Community - Chief Steve Conrad, LMPD
Chair Person Green designated Council Member Flood as back-up in case she
or Vice Chair Peden calls dropped. She introduced Judge Ryan Edwards,
Jefferson Circuit Court to speak.
Judge Ryan Edwards discussed the following:
. The Courts are not closed operating differently
. Criminal matters in court proceeding are Tele-Conference or Video
. Corrections Department, Sheriff's Office and all 13 Courts are working
together
. What is happening with the release of defendants
. How Bond issues are being handle
. Looking at the in-custody population
. Do not want to place at high risk individuals out that would be a threat or
danger to the community.
. Working on making sure jails do not invite the Corona Virus
. Family Courts nothing has changed to take out Domestic Violence and
Emergency issues can be done
. How the civil docket is handle
. Concerning regarding placing individuals out of jail for failure - Due to the
virus not able to get I.D's and a job
. Cannot have Jury trials - When order expire by Justice Minton, May 31, 2020
may proceed with jury trials
. Increase in Domestic Violence
. Monitoring individuals that are release and how it is handle
. Home Incarceration

Chief Steve Conrad, Jefferson County Police Department discussed the
following:
. Special orders instructing officers the protocol they need to use based to the
guidance of the Disease Control and Louisville Metro Health Department
. Trying to limit unnecessary exposure to officer and the public by directing
more calls and non emergency calls to be handle by the Telephonic Reporting
Unit
. Making sure all calls should be responded to for a persons at risk
. Limiting exposure of officers regarding the Corona Virus responding to large
crowds
. Only 8 Officers as of date that tested positive - Officers have recover and
back on the street
. Special Details -Monitoring the parks and social distances and hunting
unsafe activity
. Officers directing traffic and traffic control
. Senior meals pick-up by officers
. Officers provided assistance at the hospitals.
Making sure officers have secured protective equipment when going out to
do their jobs
. Increase of shooting and homicides
. Cases down in the stolen property category
. Increase of violence and persons seem not to care about the risk of the virus
. Gang disputes, drug disputes and domestic violence and fraud thrive under
the current condition of the virus
. Due to Community Centers being closed, People out of work, children out of
school, Libraries closed, parks closed this seem to increase crime with the
effect of the Corona Virus
. To report crimes please call 57 4-LMPD need help from the community
. Have special orders in directions on wearing the mask
. When dealing with someone that is known to be positive officers wear
additional equipment
. Recruiting effort for officers
. Ages 14 and 15 years of age involve in shootings over the last six weeks
. Property Crimes increased
. Concern regarding domestic violence
. Juveniles not being accountable for crimes and being release and feel there
is no consequences for their actions
. Requested for data regarding crime trends and what has been learned from
2008 to present
. Homicides for the year 7 people under the age of 18 victims of homicide, 3
arrested under the age of 18
. Concern regarding victims shootings from cars and being shot inside of their
cars
