ID 20-0873 Drug and Alcohol Testing: Dr. Bill Smock, Chief Robert Schroeder, Louisville Metro Police Department, Ryan Nichols, President , Fraternal Order of Police The following spoke to this item: - Council President James - Committee Member Sexton Smith - Dr. Bill Smock, Surgeon, Louisville Metro Police Department - Chief Robert Schroeder, Louisville Metro Police Department - Ryan Nichols, President, Fraternal Order of Police - Major Jamey Schwab, Special Investigations, Louisville Metro Police Department - Chair Person Green - Committee Member Shanklin - Committee Member Parker - Vice Chair Peden - Committee Member Flood - Hollie Hopkins, Jefferson County Attorney's Office - Alice Lyon, Jefferson County Attorney's Office The following was discussed: - Drug and alcohol testing with officers when a critical incident occurs which would protect the Officers and the Community - Educating colleagues and general public regarding the issue of drugs and alcohol testing - In 30 years, have not come across officers using drugs/alcohol during duty - Safe pathway for officers and citizen - Forensic exams - Evidence is reserved in Medical Department - How criminal investigations are done - Sections of the Bargaining Agreement regarding the drug test covers the drug test policy agreements - Process contract expires July 27th; will be meeting with the city - Random Drug Policy cannot change the contract - Risk of unfair labor policy, need more refined language from city side - Drug test and criminal prosecution - Exploring test and how mandated test can be used - Criminal investigations and how they are done - Steroid and prescription drug testing - Testing people with a drug test before hiring - Random drug testing data - Concern if other agencies first responders have any testing if signs of erratic behavior Louisville Metro Government Page 2 Public Safety Committee Action Summary - Final July 15, 2020 Pending Legislation 2.
