A quorum was established. *NOTE: All committee members and non-committee members present attended virtually. R-090-20 A RESOLUTION URGING THE ADOPTION OF POLICIES TO INCREASE TRANSPARENCY INTO, AND EXPEDITE CLOSURE OF, POLICE INVESTIGATIONS. Sponsors:Primary David James (D-6) and Primary Jessica Green (D-1) Attachments: R-090-20 V.1 062520 - Transparency RE Police Investigations.pdf A motion was made by Committee Member Sexton Smith, seconded by Committee Member Fox, that this Resolution be recommended for approval. The following spoke to the item: - Council President James - Chair Person Green - Committee Member Sexton Smith - Council Member McCraney The following was discussed: - Brief overview regarding what the Resolution was about for a better understanding for the public - Transparency with Metro Government especially right now with the Louisville Metro Police Department - Trayvon Martin - Public criticism over the handling of the case - Shelby Gazaway - Shot and killed by police officers, police department released the body cam video but Kroger's video was much better and the police didn't release the video - Breonna Taylor's lawyer filed a Civil Lawsuit, the case is still in limbo - David McAtee shot and killed - Police Department released the video from the restaurant due to the officers not having their cameras on them - Documents that will not be released (Example - When Officers interview people these interviews would not be open to the public until after the case is closed; Evidence gather in an investigation would not be released until the case is closed) - Information normally available - 911 Calls, body camera data and Safe Computer Aided Dispatch logs - When autopsies are available they should be released - The Police Department should not be able to requested the coroner to keep reports as a secret - The reports should be open to the public - All items that this Resolution captivate are typical the kinds of items that anybody can log into their computer 48 hours after an incident occurs and requested the report -The way they have been used in the past often involves frustration for families The motion carried by a voice vote and the Resolution was sent to the Consent Calendar. Adjournment Without objection, Chair Person Green adjourned the meeting at 3:47p.m. *NOTE: Items sent to the Consent Calendar or Old Business will be heard before the full Council at the Metro Council Meeting on August 6, 2020.
