A quorum was established. *NOTE: All committee members and non-committee members attended the meeting virtually excepted Committee Member Mark Fox, who attended in the Chambers. ID 20-1096 Police Use of Force: Major Paul Humphrey, Louisville Metro Police Department, and Michael Aldridge, American Civil LIberties Union ( ACLU) of Kentucky The following spoke to the item: - Council Member Coan - Chair Green - Major Paul Humphrey, Louisville Metro Police Department - Michael Aldridge, American Civil Liberties Union (ACLU) - Committee Member Fox - Committee Member Sexton Smith - Committee Member Parker - Council Member Hollander The following was discussed: - Choke holds and strangleholds - The use of deadly physical force - Clarification on chest compression - Ban shootings at vehicles - Accountability and enforcement - Chemical agents and tear gas - Use of chemicals on protestor's can effect their health - Accountability written into policy - Discussion regarding necessary vs. reasonable - Discussion regarding H, section 8 in the Ordinance - Protest reasonable vs. non-reasonable and what force should be used - Training reform vs. policy - Police training facility very limited - Officers in riot gear during protest and how it could effect the crowd - Invitation to Metro Council Members to come and observe Louisville Metro Police when training Pending Legislation 2.
