ID 21-0176 Group Violence Intervention - National Network for Safe Communities: David Kennedy, Erin Bloom, Paul Smith, Danneile Davis, and Audrey Hatch The following spoke to this item: - David Kennedy, National Network for Safe Communities - Erin Bloom, National Network for Safe Communities - Chair Green - Council Member Piagentini - Committee Member Fox - Committee Member George - Vincent James, Office for Safe and Healthy Neighborhoods - Vice Chair Peden The following was discussed: - The Group Violence Intervention Program focuses relentless on violence - Group Violence Intervention Program began in Boston 25 years ago and the portfolio has been evaluated each year - Group Violence Intervention Program does not refer to the groups as gangs, they are high risk and high violent individuals in groups and networks - Nobody involved in the group today was involved when the group was created - The group collectively will represent around one-half of 1% of the cities population - Within a city the group will be connected to 56% of all the homicides - Group Violence Intervention has 3 core elements they are criminal justice, service and support, and community voices - Support and outreach is the moral voice of the community - The criminal justice version of prevention is deterrence - Group Violence Intervention is not a perfect program, they do not know how to fix the problem, it's a continued effort to do the best they can to adapt to what is going on and changing to do a better job - The main trust in the Group Violence Intervention program over the last years has been to elevate as much as possible the non-law enforcement elements of the program - Question about what has the budget been in other cities - Most cities redirected existing resources to fund the program - Question about which department will run the program in Metro Louisville - Group Violence Intervention suggests the program not be located in the Louisville Police Department or any other criminal justice agency, but to locate it in a place that does have a respectful relationship with the police - Question about whether the Office for Safe and Healthy Neighborhoods was designed for this program to be housed - Violence is also a public health issue with people who are a danger to themselves and/or to others - Oakland California gun violence has reduced about 60% with the Group Violence Intervention Program - One mistake that cities make is not staying committed to the fundamentals of the basic structure and using both criminal justice and social services Louisville Metro Government Page 2 Public Safety Committee Action Summary - Tentative February 17, 2021 - Elective and appointed officials will have to work together Pending Legislation 2.
