ID 19-2013 Dockless Vehicles - Jeff O'Brien, Develop Louisville Attachments: 120319 Scooters_PWC updated.pdf Jeff O'Brien, Develop Louisville, gave a presentation on dockless vehicles. Chair Person Coan asked where the revenues go. Jeff O'Brien answered they are accounted for in the Public Works permit and license fees budget line item. Committee Member Purvis asked about enforcement of areas of operation, age requirements, speed limits, if they can cross the bridges, and the time limit for riding a scooter. Jeff O'Brien replied scooters may go anywhere a bike is permitted, speed limits are enforced per the geofencing software in the scooter upon entrance into those areas, the age requirement is 18 years of age, enforcement is applied through notification to the police and the operating company, and ridership time is unlimited. Committee Member Piagentini commented on the service and inquired if cyclists pay a license fee. Jeff O'Brien responded they do not. Committee Member Piagentini stated he was in favor of user fees or comsumption taxation. He also asked what are the public safety issues. Jeff O'Brien stated the biggest issues are night time ridership and using scooters while under the influence. Committee Member George asked about service providers sharing demographic data, number of accidents in the last year, and citations issued. Jeff O'Brien replied Louisville Metro is not currently collecting data in order to focus on the monitoring safety, there is an equity component that has been implemented, the scooters are distributed geographically, data on accidents is not available as there has only been one major crash, and he was unaware of any citations being issued. Chair Person Coan inquired if the bike sharing program has been impacted and about reduced rates and Jeff O'Brien answered generally all mobility is up and some of the providers offer reduced rates and options for those who do not have a credit card. Committee Member Fox asked about fees for revenue to pay for infrastructure and Jeff O'Brien replied that they issue permits, and can raise fees, but there are no contracts. Committee Member Fox asked for the agreements to be sent to him. Council Member Sexton Smith asked about hours of operation being tied to stated sunset times on weather apps and using geofencing to stop sidewalk usage. Jeff O'Brien is unsure if weather apps have been utilized and he doesn't believe the GPS technology is precise enough to use geofencing to prevent sidewalk ridership at this time. Chair Person Coan requested an update in aproximately six months to which Jeff O'Brien agreed. R-161-19 A RESOLUTION AUTHORIZING THE MAYOR TO ACCEPT $290,000 OF ADDITIONAL FUNDING FROM THE COMMONWEALTH OF KENTUCKY TRANSPORTATION CABINET FOR THE A.B. SAWYER PARK SHARED-USE PATH CONNECTOR TO BE ADMINISTERED BY PUBLIC WORKS & ASSETS. Milana Boz, Public Works and Assets, gave background information on the item. Chair Person Coan asked follow up questions to the total project costs and Committee Member Piagentini asked if this was part of the main Louisville Loop. Milana Boz answered the questions. Chair Person Coan stated his support for the project. The motion carried by a voice vote and the Resolution was sent to the Consent Calendar. 3. O-300-19 AN ORDINANCE AMENDING PORTIONS OF LOUISVILLE METRO CODE OF ORDINANCES (“LMCO”) CHAPTER 164 REGARDING THE SYSTEM DEVELOPMENT CHARGE TO INCREASE CONTRIBUTIONS AND ELIMINATE THE SUNSET PROVISION. (AMENDMENT BY SUBSTITUTION.) Sponsors:Primary Anthony Piagentini (R-19) Attachments: O-300-19 V.2 CABS 082219 Amending LMCO Chp 164 System Development Charge.pdf O-300-19 V.1 082219 Amending LMCO Chp 164 System Development Charge.pdf A motion was made by Committee Member Fox, seconded by Committee Member Piagentini, that this amended Ordinance be untabled. The motion carried without objection. Committee Member Piagentini stated he was withdrawing his sponsorship of the Ordinance but that it would be reintroduced once the study was completed and all necessary information was available. The Ordinance died in committee due to the lack of a sponsor.
