A quorum was established. Wagner, Assistant Clerk Louisville Metro Government Page 1 Public Works Committee Action Summary - Final February 11, 2020 Special Discussion 1. ID 20-0215 Issues Surrounding the TARC 3 Program - Ferdinand Risco, TARC Ferdinand Risco, Transit Authority of River City (TARC), apologized for the disruption of service to their customers and explained how the disruption occurred and the corrective actions by TARC. Committee Member McCraney asked if TARC had ever internally provided this service, why it is currently outsourced, and the cost of outsourcing the service. Ferdinand Risco was unsure if it had ever been provided internally and replied it had been outsourced at least the last 14 years. He added that TARC considered the cost of providing the service along with the service model and technology used to implement the service by the subcontractors. Committee Member George asked about TARC's quality assurance method and the differences between analyzing quality assurance between fixed routes and independent contractor routes. Ferdinand Risco explained the type of trips are analyzed using different formulas and key performance indicators, there is a robust complaint process to provide quality assurance, interactions with paratransit customers are evaluated, an independent contractor was hired to evaluate procedures, additional employee training was initiated, and software was upgraded to track complaints. Chair Person Coan asked if the current issues have been resolved. Ferdinand Risco responded that TARC had responded well to an unforeseen circumstance and negotiations with contractors were ongoing to ensure the issues did not occur again. Committee Member Hollander asked about their communication with paratransit customers regarding the Mobility as a Service initiative. Ferdinand Risco stated TARC initiated Mobility as a Service with the less complex fixed routes but would continue to expand the program to include paratransit customers as associated technology was implemented. Committee Member Hollander, Ferdinand Risco, and Chair Person Coan discussed a federal grant TARC was awarded that needed a match of funds in order to purchase new buses. Committee Member McCraney asked if a procedure has been implemented to ensure current issues with paratransit would not occur again. Ferdinand Risco stated TARC hired additional providers so they were not overly reliant on a single contractor to provide paratransit. Steve Kurowsky, Public Works and Assets, gave background information on the item. Chair Person Coan and Steve Kurowsky discussed who was funding the project and when the expected completion date was. Chair Person Coan and Dirk Gowin, Public Works and Assets, discussed prioritizing sidewalk improvements for schools in the community, a roadway safety plan for the county, and the equity component to sidewalk improvements. R-013-20 A RESOLUTION AUTHORIZING THE MAYOR TO ACCEPT $152,000 OF FUNDING FROM THE KENTUCKY FAIR BOARD AND $75,000 FROM THE LOUISVILLE/JEFFERSON COUNTY VISITORS AND CONVENTION COMMISSION FOR THE PHILLIPS LANE SIDEWALK PROJECT TO BE ADMINISTERED BY PUBLIC WORKS & ASSETS. Steve Kurowsky, Public Works and Assets, gave background information on the item. Committee Member George and Steve Kurowsky discussed the concerns from neighbors in the area about the disconnect on Phillips Lane and the results of the neighborhood walking assessment. Chair Person Coan, Committee Member George, Steve Kurowsky, and Committee Member Hollander discussed additional tree plantings along Phillips Lane. Chair Person Coan and Tammy Markert stated these items were design grants and discussed the funding sources, the length of the segments, and the status of different segments of the Louisville Loop. Travis Fiechter, Jefferson County Attorney's Office, discussed a proposed amendment with attachments (See ATTACHMENT A, D, E, and F). A motion was made by Vice Chair Engel, seconded by Committee Member Benson, that this Ordinance be amended with the attached document titled 'O-408-19 PROPOSED CAM 021120 Dedicating N Chadwick Rd to City of Bellemeade.pdf'. The motion to amend carried by a voice vote. Jeff Derouen, Jefferson County Attorney's Office, gave background information on the item. Committee Member Hollander, Matthew Bowen, SQF, LLC, and Jeff Derouen discussed the infrastructure being installed and the permitting process in Louisville Metro. Committee Member McCraney and Matthew Bowen discussed what communications services were, 5G service, and what type of services SQF, LLC provides. Chair Person Coan and Matthew Bowen discussed if wood stump poles would be utilized and the removal of such poles from rights-of-way. Committee Member McCraney, Jeff Derouen, and Chair Person Coan had a conversation about what the Ordinance would approve and if the city would normally use the bonding process for communications services franchises.
