Liberty Street Louisville Metro Government Louisville, KY 40202 Minutes VAPStat Joint Meeting Monday, March 14, 2016 3:00 PM Old Jail Auditorium Welcome and Introductions Vacant and Abandoned Property Statistics The KPI report was presented by Jeana Dunlap. She also provided an update on VAP legislation that included an update on the status of Senate Bills 229 and 230 that included a Powerpoint presentation. She then answered questions from the board members. Mr. Burks and Mr. Jones asked the number of landbanks in the country. Ms. Dunlap replied that the number would be provided at the next meeting. Mary McGuire provided a forclosure update that included a PowerPoint presentation. Louisville & Jefferson County Landbank Authority, Inc. Roll Call - Establish Quorum Approval of Minutes On a motion by Mr. Jones, seconded by Mr. Burks, the minutes from the February 8th meeting were approved unanimously. Announcements Old Business New Business Resolution Number Resolution 4, Series 2016 Request: Single-Family Purchase Project Name: N/A Location: 115 N. 36th Street Neighborhood: Shawnee Applicant: Habitat for Humanity of Metro Louisville Project Area/Size: 1,637 sf. (structure) PVA Value: $45,290 Sale Price: $5,000 Council District: 5 - Cheri Hamilton Louisville Metro Government Page 1 VAPStat Joint Meeting Minutes March 14, 2016 Case Manager: Linette Huelsman, Real Estate Coordinator Linette Huelsman provided a presentation that included a Powerpoint presentation. Karen Veech with Habitat for Humanity was present. She answered questions from the board members. On a motion by Mr. Burks, seconded by Mr. Jones, Resolution 4, Series 2016 was approved unanimously. Gary Watrous had a question about how pricing is established for Landbank properties. Chairman Schreck replied with background on how the pricing policy was established. Ms. Dunlap replied that the pricing policy would be provided. She also provided additonal information on Landbank property property pricing. Resolution Number Resolution 5, Series 2016 Request: Storm Water Catchment Basin Project Name: Portland Green Infrastructure Project Location: 1812 Pirtle Street Neighborhood: Portland Applicant: Metropolitan Sewer District (MSD) Project Area/Size: 5,850 sf. (lot) PVA Value: $7,500 Sale Price: $1,000 Council District: 4 - David Tandy Case Manager: Linette Huelsman, Real Estate Coordinator Ms. Huelsman provided a summary of the proposed project that included a Powerpoint presentation. Ms. Dunlap provided additional information about the project. On a motion by Mr. Jones, seconded by Mr. Burks, Resolution 5, Series 2016 was approved unanimously. General Discussion Latondra Yates provided information on Habitat for Humanity groundblessing. She provided the dates and times of the ground blessings and asked for participation from the board members. Mr. Schreck and Mr. Burks committed to the groundblessing dates. Adjournment On a motion by Mr. Jones, seconded by Mr. Burks, the meeting was adjourned. Urban Renewal and Community Development Agency of Louisville Roll Call - Establish Quorum Due to lack of quorem, the Urban Renewal Commission meeting was not held. (lot) Appraised Value: $30,000 Sale Price: TBD Council District: 4 - David Tandy Case Manager: Jeana Dunlap, Director General Discussion Adjournment Vacant Property Review Commission Roll Call - Establish Quorum VPRC 101- Mary McGuire Mr. Watrous asked about the VPRC schedule for the rest of the year. Ms. McGuire replied that there is a moratorium on the AUP tax, and that other than issues related to spot condemnation or the annual meeting, there will likely be no Louisville Metro Government Page 3 VAPStat Joint Meeting Minutes March 14, 2016 additional meetings. Mr. Watrous asked whether that meant that theoretically, the board members did not have to attend. Ms. McGuire replied that theoretically, not they did not. Ms. McGuire provided the VPRC overview that included the purpose of the commission and the relationship of the pending senate bills. Ms. McGuire and Ms. Dunlap then answered questions from Mr. Watrous. General Discussion Mrs. Yates thanked the board members for their participation and announced the next joint meeting date.
