VAPStat Joint Meeting
Monday, March 14, 2016 3:00 PM Old Jail Auditorium
Welcome and Introductions
Vacant and Abandoned Property Statistics
The KPI report was presented by Jeana Dunlap.
She also provided an update on VAP legislation that included an update on the
status of Senate Bills 229 and 230 that included a Powerpoint presentation. She
then answered questions from the board members.
Mr. Burks and Mr. Jones asked the number of landbanks in the country. Ms.
Dunlap replied that the number would be provided at the next meeting.
Mary McGuire provided a forclosure update that included a PowerPoint
presentation.

On a motion by Mr. Jones, seconded by Mr. Burks, the minutes from the
February 8th meeting were approved unanimously.

Linette Huelsman provided a presentation that included a Powerpoint
presentation. Karen Veech with Habitat for Humanity was present. She
answered questions from the board members.
On a motion by Mr. Burks, seconded by Mr. Jones, Resolution 4, Series 2016
was approved unanimously.
Gary Watrous had a question about how pricing is established for Landbank
properties. Chairman Schreck replied with background on how the pricing
policy was established. Ms. Dunlap replied that the pricing policy would be
provided. She also provided additonal information on Landbank property
property pricing.

General Discussion
Latondra Yates provided information on Habitat for Humanity
groundblessing. She provided the dates and times of the ground blessings
and asked for participation from the board members. Mr. Schreck and Mr.
Burks committed to the groundblessing dates.

On a motion by Mr. Jones, seconded by Mr. Burks, the meeting was adjourned.

VPRC 101- Mary McGuire
Mr. Watrous asked about the VPRC schedule for the rest of the year. Ms.
McGuire replied that there is a moratorium on the AUP tax, and that other than
issues related to spot condemnation or the annual meeting, there will likely be no

additional meetings. Mr. Watrous asked whether that meant that theoretically,
the board members did not have to attend. Ms. McGuire replied that
theoretically, not they did not.
Ms. McGuire provided the VPRC overview that included the purpose of the
commission and the relationship of the pending senate bills.
Ms. McGuire and Ms. Dunlap then answered questions from Mr. Watrous.
General Discussion
Mrs. Yates thanked the board members for their participation and announced
the next joint meeting date. The meeting adjourned at 4:15 pm.
