CITY OF LYNNWOOD CITY COUNCIL WORK SESSION MINUTES February 2, 2026 1. CALL TO ORDER The meeting was called to order at 6:00 pm. 2. OATH Chelsea Wright took the oath of office for City Council Position 6. 3. ROLL CALL Present Mayor George Hurst Council President Nick Coelho Council Vice President Derica Escamilla Councilmember Robert Leutwyler Councilmember Isabel Mata Councilmember Bryce Owings Councilmember David Parshall Councilmember Chelsea Wright 4. Fund 146 Affordable Housing Spending Plan Karl Almgren, Community Planning Manager, and Kyle Ward, Human Services Coordinator, with Ben Wolters, DBS Director, presented an overview Fund 146 and options for future use. 7.B Multi-Family Tax Exemption (MFTE) Updates Ben Wolters, Development and Business Services Director, Sarah Cho, City Center Program Manager, and Karl Almgren, Community Planning Manager, reviewed current MFTE, new legislation and additional MFTE options. Council took a break from 8:22 – 8:32 7.C Small Business Development Program (SBDP) Breifing Ben Wolters, Development and Business Services Director and Simreet Dhaliwal Gill, Business Development Program Manager, provided overview, scope, goals and upcoming events. Councilmember Leutwyler moved to extend the meeting to the end of the agenda. Motion Passed. 7.D 2026 Liaison Appointed Positions Council President Coelho discussed open liaison positions, Councilmember Wright agreed that she has availability to cover. 7.E Recep AWC City Action Days Council provided a recap of AWC City Action Days. 8. NEW BUSINESS ADJOURN The meeting was adjourned at 9:31 pm.
