ROLL CALL Present: Mayor George Hurst Council President Nick Coelho Council Vice President Derica Escamilla Councilmember Robert Leutwyler Councilmember Isabel Mata Councilmember Bryce Owings Councilmember David Parshall Councilmember Chelsea Wright City Attorney Lisa Marshall Council President Nick Coelho and Council Vice President Derica Escamilla attended the meeting via Zoom. 5. MESSAGES AND PAPERS FROM THE MAYOR 6. WRITTEN COMMUNICATIONS AND PETITIONS Written communications were provided by 1 community member. 7. PRESENTATIONS AND PROCLAMATIONS 7.A Proclamation: Independence Day  Councilmember Parshall read the proclamation for Independence Day. The proclamation was received by Sons of the American Revolution members Stan Granberg, Neil Vernon and Rich Seeder. 8. PUBLIC COMMENTS AND COMMUNICATIONS Public Comment was given by 3 community members. 9. COUNCIL COMMENTS AND ANNOUNCEMENTS 10. UNANIMOUS CONSENT AGENDA The following items were approved by Unanimous Consent: 10.A Motion: 2026 Comprehensive Plan Amendment List (PAL) Approve the 2026 Proposed Amendment List (PAL) to include the docket item 2026 Appendix Amendments. 10.B Reappointment: Lynnwood Public Facilities District Board Position #1, Taylor Nordby Reappoint Taylor Nordby to the Lynnwood Public Facilities District Board, Position #1 for a four year term expiring October 18, 2030. 10.C Voucher Approval Approve claims in the amount of $1,727,947.16 for the period of 6/1/2026 through 6/14/2026. Approve payroll in the amount of $1,806,375.00 dated 6/12/2026. 11. BUSINESS ITEMS AND OTHER MATTERS 11.A Briefing: Transportation Program Needs and Funding Options Public Works Director Jared Bond and City Engineer David Mach briefed the council on Transportation Program needs and possible funding options. 12.
