Finance Committee – Regular Finance Committee Meeting Minutes
Tuesday, April 21, 2026
1. Call to Order
2. Roll Call
Present at the meeting were: Nick Coelho-Chairperson/Council President, Robert Leutwyler-Councilmember,
Coleman Langdon-Chief of Police, Chuck Steichen-Deputy Chief of Police, Ben Wolters-DBS Director,
David Mach-Deputy Director Public Works, and Estee Milburn-Council Executive Assistant.
3. Financial Reports
3.A. Sales Tax Report
Committee Chair shared discussed the March sales tax report. Revenues from March 2026 for January 2026
sales remained below budget, reflecting ongoing declines and resulting in a year-to-date shortfall. Note there
is a two-month delay on reporting.
Revenue trends continue to remain relatively flat, consistent with prior expectations. Retail activity remains
strong, while other revenues have declined or remained flat. Month-to-month comparisons were reviewed,
noting March reflects January sales.
4. Discussion Item
4.A. HB 2015 Update
Chief Langdon provided an update on House Bill 2015 implementation, including new policy safety funding
opportunities through a grant program and local sales tax authority. Staff reviewed eligibility requirements,
the department’s grant application, proposed investments in staffing, training, equipment and services, and the
implementation timeline. The committee discussed the status of the application and associated funding
opportunities.
4.B. CJC Staffing Update
Chief Langdon reviewed an update on the CJC staffing, recruitment and retention efforts, overtime trends,
contract jail operation and budget impacts. The committee discussed progress toward achieving authorized
staffing levels, improving operational stability and reducing reliance on overtime.
4.C. Economic Development Infrastructure Fund (EDIF)
Staff presented a background overview of the EDIF, including its purpose, funding sources and historical use
in supporting infrastructure projects aligned with the City’s strategic and economic development goals. The
committee also reviewed the fund’s legislative history and policy changes affecting revenues and transfers
since its creation.
