APPROVAL OF MINUTES – August 12 minutes; motion made by C. Ryan and seconded by J. Rogers – motion passed unanimously. 40. BOARD MEMBER & COMMITTEE REPORTS C. Ryan, J. Lord and J. Rogers reported on: • Tour of Heritage Park for City Administrative Assistants on 10/16. • Another tour on 10/30 1:30 for the Neighborhood Network. • Veterans Museum is closed a lot during their hours of operation, likely due to lack of volunteers. • C. Ryan is part of a diversified ESD committee to name new school next to Heritage Park. Name has to be geographical. • Teacher from Spruce Elementary has reached out to C. Ryan about school history. • LAMHA will host Living Voices, talk about Mountlake Terrace, and Santa. 50. CITIZEN COMMENTS Applicant Linda Finkle talked about herself, her interest in history and in the HHB 60. STAFF REPORT F. Wong reported on: • Brazen Bra-dazzle is on exhibit. BUSINESS ITEMS 70.1 Re-appointment of Joanne Lord J. Rogers moved to re-appoint J. Lord for another 3 year term expiring 12/31/2028. C. Ryan seconded. Motion carried. 70.2 Signal Boxes - update Speedy Sign Center has all the files to print and install soon. 70.3 Reaching ESD (social studies teachers, field trips, bus grant) C. Ryan will reach out to communications person on the committee. C. Palmer will also help. Author and retired teacher Randal Gravelle will work with C. Ryan on curriculum for the tour. Wordsearch, etc. J. Rogers will share train schedule. 70.4 America250: Out of Many, One / Water Tower Exhibit LAMHA will focus on Water Tower. L. Finkle mentioned the Water Tower exhibit at Volunteer Park in Seattle. 70.5 Historic Buildings – standard response We’ll continue to work on this. 70.6 Sound Transit Everett Link Extension Project - Section 106 Consultation We discussed various local buildings. Since no property owner approached us to help them preserve their property, we’ll respond that we do know of any property of historical significance. 70.7 HHB Meeting on November 11. J. Rogers motioned to cancel November 11 meeting. C. Ryan seconded. Motion carried. 80. COUNCIL LIAISON REPORT • Council approved PFD development agreement. • City Council will host a Developers Rountable on October 15 • T&T is opening. 90. FUTURE BUSINESS 100. Rogers reported on: • Church youth group had a great visit and tour at Heritage Park. • LAMHA will host Living Voices, talk about Mountlake Terrace, and Santa. • League of Snohomish County Heritage Organizations held their meeting on July 26 at the watertower room at Heritage Park. The room worked really well. 50. CITIZEN COMMENTS Visitor Jona Christoe has no comments. 60. STAFF REPORT F. Wong reported on: • Applicant Cory Palmer will meet with Council on September 2. Confirmation vote on September 8. • Lynnwood Event Center events including Lynnwood Luau on August 16. Councilmember Hurst is a judge for the Hawaiian shirt contest. • City budget cut target is currently at 10%. It may go deeper in the later months. • History & Heritage Day was a big success. We had over 163 people. We want to do something on the top of the watertower, such as an exhibit of how it works. The public is invited to attend. BUSINESS ITEMS 70.1 Fair on 44th – planning HHB will have giveaways and activities. 70.2 Signal Box Art Wrap – Snohomish Tribe Box Staff shared newest draft of the wrap. HHB likes it. Staff is looking for a graphics designer to format to the boxes. 70.3 Snohomish County Grant 2026 County staff advised us to reapply for the archivist and be more specific about what she will do. 70.4 America250: Out of Many, One In Snohomish County, the theme of water has been selected by the League. We would love to have weekly or monthly articles in the Herald. In Lynnwood, we can focus on the Artesian well, watertowers, Alderwood Water District, lakes (Martha, Serene, Scriber, Wilcox). June 14 is the day of service and also Flag Day. An option is an article about the flags at Wilcox. Also a good day to scan photos from the public for archiving. September 17 is Day of Civic Engagement. Good day for city open house. For schools, Civic Learning Council (Civic education in America250) and WA State Council for Social Studies want to develop lessons on flags, and engage young people. 70.5 HB1576-2025-6 Landmark Status Lynnwood does not have a historic district. The National Registry does not restrict anything or confer much. Owner at Keeler’s Korner wants to clean it up, like replacing siding or roof. Wants to know if there are any restrictions or benefits. City should come up with standard responses to inquiries about historic buildings. Do we have a certificate of local government? Staff will ask. 80. COUNCIL LIAISON REPORT • City Budget 90. Lynnwood Idol Booked May 31, 2026 for finals. Washington 250 Signed up for HHB. Cultural Access Program King County approved a new 0.1% sales tax that will provide $800 million over 7 years.
