30. APPROVAL OF MINUTES – December minutes; motion made by L. Finkle and seconded
by C. Palmer – motion passed unanimously.
40. BOARD MEMBER & COMMITTEE REPORTS
• L Finkle reported about Seattle Vintage Facebook page, which mentioned Lynnwood
locations like the Ranch Roadhouse, Lynnwood Lumber Company, Kellers Corner, Ed's
Surplus, and Lynnwood Elks Cossacks Motorcycle Stunt Team. These may be
interesting for future signal box themes.
• C Ryan mentioned Living Voices events at Heritage Park, and a trolley talk on May 23
during Historic Preservation Month.
• Recent tours of Heritage Park included Edmonds College and Chrysalis School.

60. STAFF REPORT
F. Wong reported on:
• Heritage Park Spring Clean is scheduled for April 7.
• History and Heritage Day is July 11. Heart Art Healing Art and Lynnwood Rocks will
participate.
• Upcoming art projects include FIFA World Cup soccer ball art project, Lynnwood Senior
Center/Community Garden mural, Lynnwood Artists Show, and Lynnwood Idol singing
competition.

70. BUSINESS ITEMS
70.1 2025 Annual Report – Approval/Changes
Motion made by L. Finkle to approve the annual report as presented by F. Wong.
Seconded by C. Palmer. Motion carried unanimously. Report to go to Council in March.
70.2 Signal Boxes – update / future, other Art Projects
• The Snohomish People signal box has been covered; the wrap is scheduled to be
removed within one week. A meeting with the Tulalip Tribe's has been scheduled.
• Next signal box, close to Barnes & Noble, will have an eggs/chicken design.
70.3 Historic Preservation – FAQs
Board reviewed the historic preservation Q&A. L. Finkle noted the word “yet” in “the city is
not yet a Certified Local Government” may imply that the City is pursuing certification. The
word “yet” should be removed.
70.4 Reaching ESD (social studies teachers, field trips, bus grant)
• Due to limited volunteer/tour guide capacity, we’ll target Fall 2026 rather than this spring
for ESD school field trips and bus grants. We also want to explore contacting PTAs and
using PeachJar. And Edmonds College.
• We also want to have more volunteers/docents for Heritage Park. LAMHA had 25
volunteers when it started. Now it has 12.
70.5 America250: Out of Many, One / Water Tower Exhibit
• Concept discussed: build a miniature working water tower to demonstrate water
collection and gravity-fed water pressure. Maybe one tower elevated, one at ground
level. Ideally completed by History and Heritage Day (July 11); Or Museum Day (August
8) as a second target date.
• C. Palmer will try to find contact for Mountlake Terrace HS fabrication shop. F Wong to
contact local scout troop to see if there is interest for an Eagle Scout project.
• A historic wood pipe retrieved from Lake Serene (replaced within the last 3–4 years) is
housed in LAMHA; it can be displayed inside the water tower.
• Board also discussed the common question of whether we collect rain water. We’ll
investigate with Eric Peterson.
80. COUNCIL LIAISON REPORT
• Councilmember Wright introduced herself. She previously served as Chair of the DEI
Commission. She works for the State of Washington at L&I as a Program Manager for
occupational health research.
• She said that the deaf and hard of hearing students at Madrona K-8 and Edmonds
Woodway High School would be interested in Heritage Park.
• She belongs to two social organizations (Philo, affiliate of Sigma Gamma Rho Sorority Inc.,
and Rho Sigma Alpha) that are often looking for volunteer opportunities.
• She’d like to know how Council can support us.

May is Historic Preservation Month.

• January 17 tour of Heritage Park, Edmonds College, 10-12.
• January 29 tour of Heritage Park, Chrysalis School
• Northwest Veterans Museum (NWVM) will host an Arts Exhibit, Boots on the Ground,
January 10-31. Open house January 31 from 11am to 3pm.
• History Link posted a new article about former Lynnwood Historian Betty Lou Gaeng,

• Keelers Corner has seen improvements, and looks much better.

60. STAFF REPORT
F. Wong reported on:
• City Hall is now closed at 4pm. We’d like to change HHB meeting location to Rec
Center, Conference Room, starting in February.
• Lynnwood Neighborhood Center will host grand opening on January 24.
• Heritage Park – Spring Clean is tentatively on April 8. Staff will confirm.
• Update on future Farmers’ Market.

70. BUSINESS ITEMS
70.1 Election of Officers
C. Ryan moved to keep the officers the same as in 2025. C. Palmer seconded. Motion
carried. Joanne Lord as Chair, Cheri Ryan as Vice Chair, and Jeanne Rogers as Secretary.
70.2 Signal Boxes – update / future
Snohomish Tribe box is covered up, and wrap will likely be removed. A lawyer will help us
figure out next steps.
For the chicken/egg box, #29 box at 196th and 28th. An additional box can occur at #47.
#22, #30 can be used for local history/transportation.
#20, #18 can be used for Edmonds College, homesteaders, old businesses (Wickers)
#26, #27 Enterprise newspaper.
#19 horse clubs, rodeos, parades.
Staff will relate idea of sharing more history with residents and new development to DBS.
70.3 Mural at Senior Center
Members gave feedback on the draft call for artists.
70.4 Reaching ESD (social studies teachers, field trips, bus grant)

Find out what Edmonds SD schools are doing for 250th, when do they study local history.
Re-enactment of Lynnwood history, or even, a working farm, demonstration farm. 1930s
Homesteads. Old tools and items for people to see/touch. Interurban trail signage.

Watertower. Model of watertower, things on the wall to soften the echo. Exhibit about
artesian wells.
