CITY OF LYNNWOOD HUMAN SERVICES COMMISSION - REGULAR HUMAN SERVICES COMMISSION MEETING MINUTES March 25, 2026 A. Call to Order Call to Order at 6:01pm. Land Acknowledgement B. Roll Call Present: Member Caroline Judd-Herzfeldt Vice Chair Alex Milvae Member Cody Haight Member Vanessa Villavicencio Absent: Member Kresha Green Chair Heather Alder Also in Attendance: Kyle Ward Marielle Harrington Natasha Lindsay, Volunteers of America Western Washington Not in Attendance: Robert Leutwyler C. Approval of Minutes C.1 Approval of January 2026 Minutes Moved by Caroline Judd-Herzfeldt; seconded by Vanessa Villavicencio to Approve Motion to Approve March 2026 Minutes . Motion Passed: 4- 0 Voting For: Vanessa Villavicencio, Caroline Judd-Herzfeldt, Alex Milvae, Cody Haight Voting Against: None D. Public Comments E. Commissioner Comments Member Haight introduced himself to the commission. 1 F. Other Business/Reports F.1 Emergency Shelter Initiative Overview Emergency Shelter Initiative Overview - 20 minutes Natasha Lindsay, Shelter Services Program Manager, Volunteers of America Western Washington Lindsay shared an update on the Motel Voucher Program, a City Human Services partnership, and highlighted her coordination of the Cold Weather Shelter with Snohomish County and Maple Park Church. Lindsay answered commissioners' questions on housing barriers, housing vouchers, and other program-related subjects. - Open for 25 nights through the cold weather season - Averaging 30 guests per night Cold weather shelter closes on March 31, 2026 and will prepare to open the extreme weather shelter for the summer. F.2 Review and Approve HSC 2025 Annual Report Staff Ward presented the Human Services Commission 2025 Annual Report which will be provided to the City Council as a memo for information. Milvae motioned to approve the report, Villavicencio seconded it. All were in favor Moved by Alex Milvae; seconded by Vanessa Villavicencio to Approve Motion to Approve HSC 2025 Annual Report. Motion Passed: 4- 0 Voting For: Vanessa Villavicencio, Caroline Judd-Herzfeldt, Alex Milvae, Cody Haight Voting Against: None G. Discussion/Action Items G.1 HSC Community Grant Review Staff Ward provided an updated draft of the Community Grant. Commissioners provided input, and had questions regarding the use of the grant to purchase food (such as for the food bank) or gift cards, language regarding the inclusion of non 501c3 organizations. H. Staff Liaison Report H.1 Staff Liaison Report Staff Ward provided City Human Services updates: 2 - Motel Voucher program will be renewed starting July 1 - State of the City reminder - Developing a resource site for Immigrants, Refugees and Asylum Seekers - Volunteer event opportunities (Spring into Recovery, Juneteenth, Meet Me at the Park) - Nametags! Please let Kyle know if you need one. I. Council Liaison Report I.1 Council Liaison Report Councilmember Leutwyler was not in attendance, but passed on his thanks for those who attended the roundtable focused on the hygiene center. J. Call to Order Land Acknowledgement We acknowledge that the City of Lynnwood is located on the traditional lands of the Snohomish People and the confederation of Tulalip Tribes and their families. For generations, these Indigenous communities have lived on this land, and we recognize, support, and advocate alongside them. We also acknowledge the forced removal of Indigenous communities from their Homelands as a result of the 1855 Treaty of Point Elliott. We understand that Land Acknowledgements are only the first step in our efforts to support Coast Salish tribes and educate non-Natives about their lived history. We strive to achieve this through building relationships with Indigenous communities, supporting Indigenous commerce, government-to-government partnerships, and lifting indigenous voices to create equity for all. Through these actions, we hope to not only pay respect to the past but also collaborate in creating a sustainable future, hand in hand with the first protectors of our shared environment. B.
