CITY OF LYNNWOOD HUMAN SERVICES COMMISSION - REGULAR HUMAN SERVICES COMMISSION MEETING MINUTES April 22, 2026 A. Call to Order Land Acknowledgement B. Roll Call Present: Member Caroline Judd-Herzfeldt Member Kresha Green Vice Chair Alex Milvae Chair Heather Alder Member Cody Haight Absent: Member Vanessa Villavicencio Also in attendance: Councilmember Robert Leutwyler Staff Kyle Ward, Human Services Coordinator Staff Marielle Harrington, Healthy Communities Manager C. Approval of Minutes C.1 Approve March 2026 Minutes Moved by Cody Haight; seconded by Heather Alder to Approve Motion to approve April 2026 Minutes. Motion Passed: 5- 0 Voting For: Caroline Judd-Herzfeldt, Alex Milvae, Heather Alder, Kresha Green, Cody Haight Voting Against: None D. Public Comments No public comments E. Commissioner Comments Judd-Herzfeldt requested a response from City Council regarding an inquiry on the CRC. 1 F. Discussion/Action Items F.1 City Advisory Body Member Training Module City Advisory Body Member Training Module – 45 minutes Kyle Ward, Staff Liaison Staff Ward introduced the City Advisory Body Member Training Module to Commission. All commissioners are now up to date on their training. F.2 Human Services Community Grant Review Staff Ward provided an overview of the final draft of the HSCG. He will incorporate final suggested edits and prepare for the grant application to launch June 1. G. Other Business/Reports G.1 Staff Liaison Report Staff Ward shared information on: - 3 tabling opportunities in June and July. - Volunteer Recognition event Thursday, April 22nd 5pm @Dave and Busters. - Opioid RFP update. H. Council Liaison Report H.1 Council Liaison Report Councilmember Leutwyler provided a brief update on Assistant City Administrator role currently going through background checks. Council identified placemaking as a priority in the summit so looking at making Lynnwood more food truck friendly. Budget continues to be a priority. Lobbyists have presented at City Council recently. I. Next Meeting Next meeting is May 27, 2026. Adjourn Meeting adjourned at 7:32pm. 2

Call to Order Land Acknowledgement We acknowledge that the City of Lynnwood is located on the traditional lands of the Snohomish Tribe and the confederation of Tulalip Tribes and their families. For generations, these Indigenous communities have lived on this land, and we recognize, support, and advocate alongside them. We also acknowledge the forced removal of Indigenous communities from their Homelands as a result of the 1855 Treaty of Point Elliott. We understand that Land Acknowledgements are only the first step in our efforts to support Coast Salish tribes and educate non-Natives about their lived history. We strive to achieve this through building relationships with Indigenous communities, supporting Indigenous commerce, government-to- government partnerships, and lifting indigenous voices to create equity for all. Through these actions, we hope to not only pay respect to the past but also collaborate in creating a sustainable future, hand in hand with the first protectors of our shared environment. B.
