CITY OF LYNNWOOD HUMAN SERVICES COMMISSION - REGULAR HUMAN SERVICES COMMISSION MEETING MINUTES May 27, 2026 A. Call to Order Land Acknowledgement B. Approval of Minutes C.1 Approve April 2026 Minutes Moved by Caroline Judd-Herzfeldt; seconded by Heather Alder to Approve Motion to Approve April 2026 Minutes. Motion Passed: 4- 0 Voting For: Caroline Judd-Herzfeldt, Alex Milvae, Heather Alder, Cody Haight Voting Against: None D. Public Comments No public comments. E. Commissioner Comments Commissioner Alder informed the commission that the Lynnwood Neighborhood Center is hosting a fundraising event at the end of June. There is a $15 cost to attend, and the LNC is also looking for volunteers to support during the event. 1 F. Discussion/Action Items F.1 Summer Tabling Events Staff Liaison Ward informed the commission about upcoming events and outreach opportunities, including Juneteenth on June 19th, Meet Me at the Park throughout July, and Fair on 44th in September. A shared spreadsheet document was created for commissioners to review opportunities and sign up for volunteering. Commissioner Alder asked if the HSC would be participating in National Night Out in August, and the Staff Liaison will follow up with more details. G. Other Business/Reports G.1 Opioid RFP Updates Staff Liaison Ward provided an overview of progress made regarding One Washington Opioid Settlement funds. The presentation included a timeline of the Notice of Funding Opportunity, the Request for Proposals and application selection process, and a summary of the two agencies that were awarded contracts (Sound Pathways, YWCA). Both contracts are scheduled to begin on July 1, 2026. Commissioners asked questions regarding data, sustainability, application feedback, and other initiatives throughout the County that have been awarded opioid funds. G.2 Staff Liaison Report Staff Liaison Ward provided updates on the Rental Assistance Program Request for Proposals, the Crisis Care Center ribbon cutting event on June 1st, the City Pride event on June 6th, and the HSC grant that launched on June 1st. H. Council Liaison Report H.1 Council Liaison Report The Council Liaison updated the commission on the medical and behavioral health care services that will be provided at the Community Justice Center, as well as CJC staffing. CJC Management provided an update to Council on May 18th, and it was encouraged to watch their presentation for more information. During that presentation it was also shared that PD will be applying for grants and certifications to maintain eligibility for the public safety sales tax approved by Council earlier this year. Grants will be used to support initiatives such as health monitors, embedded social workers and other inmate support services. Updates were also provided on the City Center Park Open House event, as well as Habitat for Humanity's fundraising event at Peace of Mind Brewing. 2 I. Call to Order Land Acknowledgement We acknowledge that the City of Lynnwood is located on the traditional lands of the Snohomish Tribe and the confederation of Tulalip Tribes and their families. For generations, these Indigenous communities have lived on this land, and we recognize, support, and advocate alongside them. We also acknowledge the forced removal of Indigenous communities from their Homelands as a result of the 1855 Treaty of Point Elliott. We understand that Land Acknowledgements are only the first step in our efforts to support Coast Salish tribes and educate non-Natives about their lived history. We strive to achieve this through building relationships with Indigenous communities, supporting Indigenous commerce, government-to- government partnerships, and lifting indigenous voices to create equity for all. Through these actions, we hope to not only pay respect to the past but also collaborate in creating a sustainable future, hand in hand with the first protectors of our shared environment. B.
