CITY OF LYNNWOOD PARKS AND RECREATION BOARD - REGULAR PARKS AND RECREATION BOARD MEETING MINUTES April 1, 2026 1. Call to Order Land Acknowledgement 2. Roll Call Present: Member Quinn Van Order Member David Barber Member Thomas Krause Member Holly Hernandez Member Katie McKeown Absent: Member Doris Wang Member Presley Morrissey Also in attendance: Director Joel Faber, Planning Superintendent Monica Thompson, City Council Liaison Robert Leutwyler 3. Approval of Minutes 3.A Approval of Minutes from February 4, 2026 and March 4, 2026. The Minutes from February 4, 2026, and March 4, 2026 were approved as presented. 4. Written Communications 5. Public Comments 6. Comments from Board members Board member Van Order asked for the SLUFI event dates to be updated on the City's website. Board member Hernandez asked if there is going to be a Phase 3 for Scriber Lake Park improvements., from 196th pathway. Planning Superintendent Monica Thompson 1 explained that there is no 196th sidewalk improvement plan. The city had done the improvements that are under our jurisdiction. Ms. Hernandez suggested adding signage there for the Scriber Lake Park. Board Member Krause discussed upcoming Fair on 44th and importance of the text size on the yard signs along the roads. Mr. Krause also discussed renovation of Meadowdale High School baseball field this summer, lights included. Mr. Krause asked about the incident at the Meadowdale Park. Director Faber explained that it was a gang related shooting. Parks Maintenance Superintendent Peterson provided video recordings to the Police which helped investigation. We are continuing to work with the law enforcement and the Edmonds School District to find the ways to make the Park safer. Director Faber informed the Board that the Meadowdale Complex lighting is completed, and invited them to attend City Council meeting on April 13th for Arbor Day and Volunteer recognition. Board member McKeown asked about zipline in the Meadowdale Neighborhood Park. Director Faber and Superintendent Thompson explained that it should be completed this summer. Board member Barber reminded everybody that on April 15th, we have Parks Capital and South Lynnwood Urban Forestry Initiative presentations to the City Council, on April 7th the Spring Cleaning event at Heritage Park, and on April 23rd the Volunteer Dinner. 7. Messages from the City Council City Council Liaison Robert Leutwyler talked about Gold Park issues and complemented Park Maintenance Superintendent Eric Peterson on providing valuable information for public regarding their concerns. Mr. Leutwyler shared City Councils desire to support Parks and activate public places. He complemented Youth Council, energy and enthusiasm for the Parks, and shared the appreciation for the hard work of all staff and the great job that outreach is doing. Parks has picked up more work in a difficult year. Great outreach, opportunities to bring in youth voices and benefit from them. Youth council is a great opportunity for us to try to hear from the youth and tie it to with what is going on in the Parks. Why is that happening? Who can we work with? What, what can we do/change between police, Parks, schools? The Farmers Market has run into expected challenges with just how quickly it can be launched with so much that goes into it. DBS has been doing a lot of the work with trying to figure out a manager for it, and how to bring in the vendors? Farmers market is off the table for this year. City Council suggests getting food trucks out. It is very challenging to have food trucks 2 in parks, brings questions of permitting, insurance, parking, etc. We will be committed to looking at it more closely in the future. We can look into fast tracking some food truck ordinances to make sure that they're operated in a safe way. DBS is working on updating the regulations for food trucks. Director Faber explained that there are many things that need to be thought through with having food trucks in the parks, e.g. garbage, charge for all extra contracts that are needed to set up to make it happen, parking, etc. There's a lot of opportunity where we can start partnering between DBS and Parks. We can partner on Fair on 4th. If we get more vendors, we can get a sense of what's it like to do those types of activities in Lynwood. If they had a great time as a food truck vendor or whoever, during Fair on 44th, maybe they'll come back for farmers market or other community event. Add more entertainment during the Fair on 44th to make it bigger, instead of having more events, and focus less on non-profit, while remaining service facing. 8. Call to Order Land Acknowledgement "We acknowledge that the City of Lynnwood is located on the traditional lands of the Snohomish People and the confederation of Tulalip Tribes and their families. For generations, these Indigenous communities have lived on this land, and we recognize, support, and advocate alongside them. We also acknowledge the forced removal of Indigenous communities from their Homelands as a result of the 1855 Treaty of Point Elliott. We understand that Land Acknowledgements are only the first step in our efforts to support Coast Salish tribes and educate non-Natives about their lived history. We strive to achieve this through building relationships with Indigenous communities, supporting Indigenous commerce, government-to-government partnerships, and lifting indigenous voices to create equity for all.
