A motion was made by Carter, seconded by Verveer, to Refer to the ALCOHOL LICENSE REVIEW COMMITTEE during a special meeting scheduled for Tuesday, October 5, 2021 at 6:00PM. The motion passed by voice vote/other. The committee took a poll and there would be quorum of Chair Donnelly, Alders Carter, Myadze and Verveer, and Vice Chair Fletcher able to attend and provide a recommendation that allows the application to go before the scheduled Common Council meeting on Tuesday, October 5, 2021 at 6:30PM. This special meeting was scheduled due to the lack of securing an interpreter prior to the Sept 29 ALRC meeting or during the Sept 29 ALRC meeting. Items Referred from Alcohol License Review Committee Operating Practices Subcommittee 13. 66657 Membership of the ALRC Operating Practices Subcommittee A motion was made by Fletcher, seconded by Carter, to Accept With Recommendation(s). The motion passed by voice vote/other. The recommendation was to have an odd number of subcommittee members and to ask for nominations from the members of the ALRC as a whole. A motion was made by Reece, seconded by Fletcher, to Approve Dr. Reece, Vice Chair Fletcher, and Alder Verveer to serve on the ALRC Operating Practices Subcommittee. The motion passed by voice vote/other. 14. 59029 Review Alcohol License Review Committee Rules of Procedure A motion was made by Fletcher, seconded by Carter, to Accept With Recommendation(s). The motion passed by voice vote/other. The recommendation was to accept the proposed changes to the ALRC Rules of Procedure. The changes include correcting a typo, updating language regarding meeting in virtual format, and removing references to gender pronouns. 15. 58710 Discussion regarding operator license equity analysis, including possibly creating subcommittee for operator license approvals between regular ALRC meetings. A motion was made by Fletcher, seconded by Carter, to Accept With Recommendation(s). The motion passed by voice vote/other. The recommendation was to create a subcommittee who would hold meetings regarding operator applications at times that were more convenient for applicants, providing a different environment for what is discussed regarding operator applications, and that subcommittee application denials could be appealed to the full ALRC. 16. 66658 Alcohol Operator's License Review Subcommittee A motion was made by Fletcher, seconded by Carter, to Accept With Recommendation(s). The motion passed by voice vote/other. The recommendations included establishing an Operator's License Review Subcommittee with 3 members and 2 alternates appointed by the ALRC. The membership will allow for regular meetings. A motion was made by Fletcher, seconded by Carter, to Approve the nomination and appointing of Alder Verveer, Alder Carter and Vice Chair Fletcher to the subcommittee. Dr Reece will serve as an alternate with one seat still available for another alternate. The motion passed by voice vote/other. A motion was made by Fletcher, seconded by Reece, to Accept With Recommendation(s). The motion passed by voice vote/other. The recommendation is to continue to meet in a virtual format for now. Clerk's Office staff and/or the Deputy Clerk may add this item for reconsideration to future agendas if/when it is appropriate for the committee to reconsider the meeting format. Report of Madison Police Department 18. 67498 Summary of Recent Calls for Service MPD submitted the attached report. MPD advised they, along with OCA, held the first of two Tavern Safety trainings Sept 29th from 5-6PM . There is a bar liaison officer who is in charge of these and tracking information such as who attends. The second meeting is October 5 from 4-5PM in Room 215 MMB. The backlog on operator background checks continues due to MPD being short staffed.
