5. Paragraph 1. of Subdivision (a) entitled “Contents” of Subsection (3) entitled
“Application for Licenses” of Section 38.05 entitled “General Licensing
Requirements” of the Madison General Ordinances is amended as follows:
“1. Address of the building for which the license is desired and description
including overall dimensions, seating arrangements, capacity, and bar size of
the premises therein, and any outside areas where alcohol beverages are to
be sold. The licensed premises as described shall not be expanded or changed
during the license year without the approval of the Common Council, except
that no prior approval is required for a hotel which does not involve a change

or expansion of any bar or restaurant. No prior Common Council approval is
required if the only change to the premises is to the exterior facade or any
