Wednesday, November 9, 2022 6:30 PM Goodman Maintenance Facility 1402 Wingra Creek Parkway CALL TO ORDER / ROLL CALL A meeting of the Board of Park Commissioners was held at 6:30PM on Wednesday, November 9, 2022 at the Goodman Maintenance Facility. President Harrington called the meeting to order at 6:35PM. A quorum was present and the meeting was properly noticed. Members Present: Ald. Syed Abbas; Ald. Yanette Figueroa Cole; Moira Harrington; Chandra Miller Fienen; and Ben Williams. Members Excused: Emily Gnam and Catie McDonald Shannon. Alders Present: Alder Tag Evers. Parks Staff Present: Eric Knepp; Lisa Laschinger; CJ Ryan; Ann Freiwald; Joanne Austin; and Adam Kaniewski. City Staff Present: Chris Petykowski, Engineering; Lance Vest, Real Estate; and Katie Crawley, Mayor's Office. 74394 Approval of the Minutes of the October 12, 2022 Board of Park Commissioners meeting. Motion made by Abbas, seconded by Williams, to Approve the Minutes of the October 12, 2022 Board of Park Commissioners meeting. Motion passed by voice vote/other. 74392 Public Comment Registered speaker Sarah K. Larson was given permission to speak regarding item 15, Legislative File 74770 in opposition of Zook Park becoming dog friendly and provided a handout. Registered speaker Mike McGarry spoke requesting more mountain bike tracks in eastside parks. Registered speaker Jason Huberty requested that the agenda be re-ordered. Registered speaker Courtney Liondl of Marquettee Neighborhood Association read a letter from MNA in opposition of amplified sound on school nights in McPike Park. Registered speaker Chuck Strawser spoke requesting more mountain bike tracks in eastside parks. Registered speaker Samuel Strawser spoke requesting more mountain bike tracks in eastside parks. Registered speaker Jason Joyce spoke regarding amplified sound on school nights in McPike Park. REPORTS President of the Park Commission President Moira Harrington took a poll by show of hands as to preference of virtual versus in-person meetings. 74472 Park Commission President Member Appointments to Subcommittees of the Board of Park Commissioners Motion made by Abbas, seconded by Figueroa Cole, to RECOMMEND TO COUNCIL TO ADOPT UNDER SUSPENSION OF RULES 2.04, 2.05, 2.24, & 2.25 - MISC. ITEMS. Motion passed by voice vote/other. 74364 Park Commission President will make Appointments of Park Commission Members to related organizations not represented by subcommittees Motion made by Abbas, seconded by Williams, to Approve the Recommendations. Motion passed by voice vote/other. Superintendent of Parks Superintendent Eric Knepp discussed the Lake Monona Waterfront Ad Hoc Committee and stated that a public event was held at Monona Terrace for design challenge firms to present their initial concepts. It is available online. The Committee will meet next week to determine if further guidance is necessary. Final design submissions will take place on Thursday, January 26th at 6:00pm at the new Park Headquarters facility at Olin Park. Knepp provided a budget update. Both Operating and Capital budgets are expected to be adopted. 74393 November 2022 Superintendent's Report Parks Planning and Development Manager Ann Freiwald presented the Planning and Development quarterly report. Assistant Superintendent CJ Ryan presented the Public Information Office quarterly report. Motion made by Abbas, seconded by Miller Fienen, to Accept the Report. Motion passed by voice vote/other. "Pat" Hario, Administrative Assistant 1 with the City of Madison Parks Division, upon her retirement after over 40 years of dedicated service to the City of Madison, including 31 years with Madison Parks. Knepp recognized Pat Hario for her service to the Parks Division and City of Madison. 73989 2023 Proposed Aquatics Fees Motion made by Abbas, seconded by Williams to Approve the fees. Motion passed by voice vote/other. 74390 Reindahl Park Master Plan Update Landscape Architect Adam Kaniewski and Freiwald provided an update on the Reindahl Park Master Plan. Registered speaker Jon Becker spoke in opposition of items of the Memo attached to this file and provided a handout for Communities Inspiring Libraries. Registered speaker Chuck Litweiler spoke in opposition of the site of proposed Imagination Center. Reistered speaker Eric Bertun of Capital East Soccer Club, Inc spoke in support of the Master Plan. 74468 Glenway Woods Planning Process Update Freiwald provided a brief update on the Glenway Woods Sustainability and Management Plan. Registered speaker Jesse Mangerson in opposition of dogs not being allowed in Glenway Woods. Registered speaker Dan Vimont spoke in opposition of making Forest Hill dog free. Registered speaker Faith Fitzpatrick spoke in support of Spring Harbor being dog friendly. Registrant William Cox registered in support. Registered speaker Eric R. Beining spoke in support of Kingston Onyx being dog friendly. Registered speaker David Walther spoke in opposition of making Merrill Springs dog friendly. Registrant Jonathan Garber registered in support. Registered speaker Flora Miller spoke in support of making part of Zook dog friendly. Registered speaker Linda VanTol clarified that her registrant statement was in support of Forest Hill being dog friendly. Registered speaker Jim Twesme spoke in opposition of Merrill Springs change (keep it dog free). Registered speaker Jacob Brand spoke in support of Hawthorne being dog friendly. Registered speaker Jane Schroeder spoke in support of Hawthorne being dog friendly. Registered speaker Jason Huberty spoke in opposition of Hawthorne being dog free. Registrant Rod Campbell was in support of "dogs allowed off leash." Registered speaker Susan Carnell registered neutral, but spoke in support of Forest Hill being dog friendly. Registered speaker Janice Rice of Teejop History Project & Clan Mothers of Ho-Chunk Nation spoke in opposition to Merrill Springs being dog friendly. Registrant Scott Ratski was in support of Forest Hill being dog friendly and was available to answer questions. Registrant Robert Nix was in support of Hawthorne being dog friendly and was available to answer questions. Registered speaker Ed Niles spoke in support of Hawthorne being dog friendly. Registered speaker Carolyn Nelson registered neutral, but spoke in support of Merrill Springs being dog friendly. Registered speaker Kim McBride in support of Merrill Springs being dog friendly. Motion made by Abbas, seconded by Figueroa Cole to Refer to the Parks Long Range Planning Subcommittee for Discussion and Recommendations for Referral back to the Board of Park Commissioners. Chris Petykowski, City Engineering, provided an overview. Motion made by Abbas, seconded by Miller Fienen, to Recommend Approval. Motion passed by voice vote/other. 74235 Authorizing the Mayor and the City Clerk to enter into a contract with Garver Events, LLC for exclusive alcohol beverage services at Olbrich Botanical Gardens from January 1, 2023 through December 31, 2028, with the possibility of two successive two-year renewal terms. Ryan provided an overview. Motion made by Abbas, seconded by Williams, to RECOMMEND TO COUNCIL TO ADOPT - REPORT OF OFFICER. Motion passed by voice vote/other. 74471 MSCR & Parks Update on the 2022 Swim Lessons Partnership at the Goodman Pool Recreation Services Coordinator Tracey Hartley and Aquatic and Parks Program Coordinator Shane Martin provided an update. Registered speaker Diana Miller of MSCR spoke regarding serving target populations. Registered speaker Leah Wicander of MSCR was available to answer questions. Registered speaker Michelle Borkovec of MSCR was available to answer questions. 74298 Amending Section 8.27(3) of the Madison General Ordinances to update the Cross-Country Ski Permit Program. Motion passed by voice vote/other. 74387 2022-2023 Winter Operations Plan for Madison Parks Hartley provided an overview of the Winter Operations Plan. 74425 Authorizing the execution of a License with CCATT LLC for premises at Breese Stevens located at 917 E. Mifflin Street. (6th AD) Knepp provided an overview. Motion made by Abbas, seconded by Figueroa Cole, to Return to Lead with the Recommendation for Approval to the FINANCE COMMITTEE. Lakeside Street. (13th AD) Knepp provided an overview. Motion made by Abbas, seconded by Miller Fienen, to Return to Lead with the Recommendation for Approval to the FINANCE COMMITTEE. Motion passed by voice vote/other. 74391 Introduction of Town of Madison Parks Knepp provided information about the three parks acquired from the Town of Madison. 74389 2023 Board of Park Commissioners Proposed Meeting Schedule and Meeting Format Motion made by Miller Fienen, seconded by Abbas, to Approve the proposed dates as Virtual meetings with the exceptions that the March, June, and October's meetings will be held at the Olin Facility, 330 E Lakeside Drive and the August meeting will be a tour with the location to be determined.
