water resources impacts and the necessity of permits for public works
construction projects on this agenda and addendum to the agenda.
The Board received the report.

This item was referred from the 3/2/22 Board of Public Works meeting.
The Madison Metropolitan School District has received the City’s conditional approval to
convert the existing Hoyt School at 3802 Regent Street into the new Capital High
School. As a condition of approval, new bus loading pads must be provided in order to
serve the school with the requested Metro bus service. Concrete loading pad areas will
be provided on both sides of Regent Street in the vicinity of the converted school.
Improvements on the north side will require the narrowing of the existing driveway that
serves 3802 Regent Street to allow the installation of a curb ramp to the required
crosswalk. Improvements on the south side will include concrete loading areas,
connecting sidewalk, and minor clearing & grubbing. No tree removals will be required
other than the four trees identified by City Forestry as needing to be removed due to poor
tree condition (these removals are to be performed by City Forestry). A maintenance
agreement will be required as a condition of final site plan approval and permit issuance
for Madison Metropolitan School District to provide the necessary winter snow and ice
removal of these bus loading and sidewalk improvements. A second alternative will be
provided prior to the BPW Meeting.

Madison Yards at Hill Farms – Public Improvements Phase 3 (contract 9049) was
previously before the Board of Public Works on July 21, 2021. At that time approvals
were authorized for the required developer agreement only as there were pending design
and public hearing considerations for the improvements required on Sheboygan Avenue
adjacent to this project. The public hearings and approvals at Transportation
Commission have been completed. The street improvements on Segoe Road and
Sheboygan Avenue have also been coordinated with BRT improvements that are currently
in development. This approval, if granted, will replace the previous resolution approving
only the developer agreement with full approval of the plans and specifications.

302 N Bassett Street - Verve Madison (contract 9150) is for the authorization of the
required developer agreement and public improvements to serve the redevelopment of
properties located at the west corner of the intersection of N Bassett Street and W
Johnson Street. Surface improvements include sidewalk, terrace, path, curb & gutter,
and street restoration adjacent to the project on W Johnson Street, N Bassett Street,
and Conklin Place. Utility improvements will include upsizing the existing public sanitary
sewer in Conklin Place and private lateral service connections for sanitary, storm, and
water. Earth retention will be required within the public right-of-way to facilitate
excavation and construction activities for the private improvements. There are not
existing street trees adjacent to the project, but new street trees will be planted per City
Forestry approvals. Lastly, the proposed landscape planters located in the street terrace
adjacent to the project will require the developer to enter into a maintenance agreement
for their upkeep and maintenance of the associated landscape plantings.

The developer expanded the scope of work to include construction of all public
improvements to serve Lots 668 and 908 in the Phase 11 agreement. The improvements
to these lots were constructed as part of an assessable Public Works Project that was
approved by the Board of Public Works and the developer was assessed accordingly.
These lots are appropriately serviced with public infrastructure and are buildable lots.

The developer has proposed at 24-unit apartment building as part of a larger residential
building complex at 22 N Second Street and 1954 E Washington Avenue. The proposed
building will be located at the corner of E Mifflin Street and N Second Street and shall be
addressed as 1959 E Mifflin Street. Work in the right of way to be performed by the
development team shall include removal and replacement of sidewalk and curb and gutter
as required by the City, a new commercial driveway approach on E Mifflin Street, the new
storm sewer inlet and pipe to avoid a storm sewer casting in the driveway, storm sewer
lateral connection, sanitary sewer lateral connection, relocation of a fire hydrant,
installation of a water service lateral across N Second Street, and pavement mill and
overlay. The removal of an existing 2” flowering crabapple tree on E Mifflin Street will be
for the installation of the commercial driveway apron. The City Forester has approved the
removal of this tree and it has been determined that there is not room for new tree
plantings.

This item is for the spot repair of curb and gutter, sidewalk outside of the 2022 District 5
ordered sidewalk repair area, concrete bus stop pads, and concrete pavement throughout
the City. These repairs are necessary because of condition or because city utility repair
work necessitated their removal. The new bus pads are needed for Metro’s proposed
route modifications although the actual locations are not final at this time.
