Minutes. The motion passed by voice vote/other.
3. 70991 Consider a Report of the City Engineer regarding the results of a review of
water resources impacts and the necessity of permits for public works
construction projects on this agenda and addendum to the agenda.
The Board received the report.

This private development project is currently addressed as 3818-3858 John Wall Drive. It
is adjacent to three public streets, Hoepker Road on the north, Manufacturers Drive on
the east, and John Wall Drive on the south. The developer will create two industrial lots
with a certified survey map. On proposed Lot 2 of the CSM, the developer is proposing a
44,000 square foot building to include a parking lot and loading docks. Entrance to the
property will be from two commercial driveways on John Wall Drive. The developer shall
install new sidewalk on Hoepker Road and John Wall Drive adjacent to the property.
Manufactures Drive has existing sidewalk. The developer shall also connect a private
storm sewer line into a public storm inlet at Manufactures Drive and Hoepker Road. A
private water lateral connection will be made on Manufacturers Drive and a private
sanitary lateral will connect into a stub already on private property.

This water pipeline rehabilitation project will use a lining technology known as structural
cured-in-place pipe (CIPP), a process where a woven fabric tube is saturated with a liquid
epoxy resin, pulled through the inside of the deteriorated pipe, and then inflated and
cured with hot water or steam to form a new plastic pipe inside the old pipe. The
rehabilitated pipes have full structural strength (more than simply a coating or lining
inside the old pipe) and are expected to last at least 50 years before additional
maintenance needs to be considered.
This will be Madison Water Utility’s tenth year doing water main rehabilitation contracts
in this manner. We have been working with the DNR through these years to develop,
evaluate and refine successful specifications for this technology. Estimated cost is
$517,000.

This project constructs approximately 5000’ linear feet of off road, natural surface, bike
optimized, single track trail around Walnut Grove Park. The proposed trail alignment
runs roughly along the park’s perimeter in existing wooded and grass area. The trail
consists of natural material constructed using a “lift and tilt” method to create a
sustainable surface. A short section along Westfield Rd will include several features
constructed of natural boulders and pre-fabricated features with wood decking.
Preliminary project estimate is $70,000.
