As a condition of approval the existing grass median on Mid Town Road must be extended to limit turning movements to right-in/right-out only for the proposed Mid Town Road drive entrance. An existing public storm sewer crossing Waldorft Boulevard needs to be upsized to provide capacity to serve the development. Restoration of the street, terraces, and sidewalks disturbed by the storm sewer work will be completed by the developer. Street trees will be installed by City Forestry following completion of the development project and assessed to the adjacent property owners. RECOMMEND TO ADOPT 14.* 71277 Approving Addendum No. 1 to 2649 East Springs Drive, Contract No. 9153 (17th AD) Sponsors: BOARD OF PUBLIC WORKS Attachments: 9153 Addendum #1 Exhibit.pdf 9153 Exhibit 2651 East Springs Drive_original.pdf The construction of a new Panera restaurant at 2649 East Springs Drive requires the construction of new sidewalk along East Springs Drive adjacent to the project. This construction will complete the sidewalk corridor to E Washington Avenue and to an existing bus stop at E Washington Avenue and East Springs Drive. With the design of the sidewalk, it was determined that due to grading requirements and an existing private retaining wall, the sidewalk needed to be moved 1.5’ – 2.5’ from the retaining wall. This placed the front of sidewalk within 1-foot of 3 existing terrace trees. City Forestry determined that the construction and remaining narrow terrace required the removal of the trees. The narrow terrace would not allow adequate room for new trees. This addendum is for the removal of the trees (12’ Norway Maple and 2 – 6” Norway Maples). RECOMMEND TO ADOPT 15.* 71278 Approving plans and specifications for public improvements necessary for the project known as 1118 E Washington Avenue - WYSO and authorizing construction to be undertaken by the Developer, Private Contract No. 9180 (6th AD) Sponsors: BOARD OF PUBLIC WORKS Attachments: 9180 Exhibit.pdf Wisconsin Youth Symphony Orchestras is proposing a 40,000 square foot building on a site previously occupied by parking lots and Avenue Bar at 1118 E Washington Avenue. The development will include a one-lot Certified Survey Map. Site work covered by the developer agreement will include the removal of one tree on E Washington Avenue, approved by City Forestry, and the replant of a new tree in the same location following construction. Tree protection for all other public trees will be required. The installation of a 48” diameter sanitary sewer manhole. Connection of private water and sanitary sewer laterals into the utility mains on E Washington Avenue will require traffic control, removal and replacement of concrete pavement, curb and gutter and sidewalk. Sidewalk on E Washington Avenue will be replace with concrete sidewalk 6’ in width. Lighting, signing and marking as required by Traffic Engineering. Sidewalk and terrace improvements required along University Avenue will be coordinated with the City’s University Avenue reconstruction project. Any required improvements for the redevelopment on University Avenue not completed by the City’s project will need to be completed by the developer. The sidewalk, terrace, curb and gutter, pavement, and public storm sewer improvements adjacent to or in Schmitt Place may be completed with the City’s pending Schmitt Place reconstruction project, otherwise they will need to be completed by the developer. There are no existing street trees adjacent to the redevelopment and any new trees will be installed as part of the City’s street reconstruction projects. RECOMMEND TO ADOPT 17.* 71280 Approving plans and specifications for public improvements necessary for the project known as 750 Regent Street and authorizing construction to be undertaken by the Developer, Private Contract No. 9182 (4th AD) Sponsors: BOARD OF PUBLIC WORKS Attachments: 9182 Exhibit.pdf Developer agreement contract 9182 and the associated plans and specifications are for the public improvements and/or restoration of existing public infrastructure to serve the conditionally approved 3-lot Certified survey map and redevelopment at 750 Regent Street. To facilitate the redevelopment the existing public storm sewer and private sanitary sewer that is located on the property must be rerouted by the developer through newly dedicated easements. The existing public water main north of the proposed building will also be relocated farther north by the developer to provide clearance necessary for the development. Sidewalk, landscaping, and other surface improvements proposed north of the redevelopment in the area covered by the lease agreement with the City will be installed by the developer per plans approved by City Engineering and covered by a maintenance agreement (maintenance to be performed by the developer/private owner). There are no street tree impacts with this project.
